The Vice President, Health Center Services (VP HCS) provides senior leadership for Terros Health’s network of health centers, ensuring high‑quality, accessible, culturally responsive care across all programs and service lines. Reporting to the Chief Clinical Officer, the VP HCS is responsible for operational excellence, clinical integration and execution, patient access, financial performance, and workforce development across all Health Center sites. This role ensures that each health center delivers coordinated, whole‑person care aligned with Terros Health’s mission and strategic priorities in a unified, aligned, compliant, and high-quality fashion.
Lead the strategic direction and operational excellence of all Terros Health Centers, ensuring alignment with organizational goals and the CCO’s and CMO’s clinical and medical visions
Lead and develop Health Center Senior Directors and support clinic-based leadership and staff
Develop and implement standardized workflows, staffing models, and operational practices that support integrated care delivery best practices in a cohesive way
Partner with the VP Specialty Services, Sr. Director Clinical Operations, Medical Directors, and other key partners to ensure seamless coordination across programs and locations
Clinical Integration and Care Model Excellence
Advance integrated primary care–behavioral health models across all health centers in partnership with CMO, CCO, Medical Directors and other key partners
Ensure consistent implementation of evidence‑based practices, trauma‑informed care, and patient-centered, whole‑person care principles
Collaborate with the VP of Quality, Director of Nursing, Medical Director Primary Care, and Medical Director Behavioral Health to support clinical quality and provider performance
Quality, Compliance, and Performance Management
Drive performance on quality metrics, value‑based care measures, and patient experience outcomes
Ensure compliance with AHCCCS, HRSA/FQHC requirements, state licensing, and internal policies.
Maintain high standards of safety, documentation, and regulatory adherence
Ensure coordination across programs and service lines to create a consistent, seamless patient experience
Financial and Business Performance
Manage health center budgets, productivity targets, service mix and financial performance in partnership with Finance and Operational teams
Collaborate with administrative support teams to optimize scheduling, patient access, eligibility referral management and throughput to support revenue cycle performance
Collaborate with the Senior Director Revenue Cycle and Director of Contracting to ensure payer alignment and operational steadiness
Workforce Leadership and Development
Lead, mentor, and develop senior clinic leadership
Support recruitment, retention, and competency development for multidisciplinary teams.
Foster a culture of accountability, collaboration, and continuous improvement
Patient Access, Experience, and Community Engagement
Ensure health centers deliver exceptional patient experience, timely access, and culturally responsive care
Partner with Patient Access & Eligibility leadership to streamline front‑end processes
Represent Terros Health in community partnerships, health plan relationships, and local initiatives that support population health
Business Development and Growth Opportunities
Identify unmet patient needs and coordinate with CCO and CMO to find ways to close those gaps
Partner with ODEA on grants and marketing opportunities
Continually assess community needs and complete environmental scans to identify growth opportunities at regional, location, service based, and community levels

Bachelor’s degree in Healthcare Administration, Public Health, Nursing, Behavioral Health, or related field required. Master’s degree preferred

Must pass a Background check, Drug Screen, and TB Test
