Under the supervision of the Supervisor I, the Analyst I functions as the primary analyst for the District's mailroom operations and provides analytical and administrative support to the Logistics Operations Branch. The incumbent performs a wide variety of analytical assignments related to mail room operations, including coordination of mail processing activities, service and vendor support, invoice review, Cal-Card reconciliation, payment tracking for GLS, USPS, and other mail-related services, encumbrance monitoring, records management, and preparation of reports and correspondence. The Analyst I works in coordination with one other analyst and two Office Technicians assigned to the mail room to ensure operational efficiency, consistency, accuracy, and compliance with departmental policies and procedures. The incumbent exercises initiative, sound judgment, and analytical skills in reviewing operational and fiscal documents, resolving administrative issues, identifying process improvements, and supporting the overall effectiveness of the District's mailroom program.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

The incumbent primarily works in a standard office and mail room environment with
artificial lighting and controlled temperature. The position involves prolonged periods of sitting and working at a computer workstation, as well as regular movement within mail room operations areas. The work requires frequent use of office and mailroom equipment such as computers, printers, scanners, telephones, postage equipment, and shipping or mailing tools.
