Human Resources Specialist – Federal Benefits & Retirement
The LDM Group LLC provides Human Resources support services to federal government agencies. We are seeking a qualified, full-time Human Resources Specialist – Federal Benefits & Retirement to support a federal customer in Washington, DC.
The successful candidate must be a U.S. Citizen and possess demonstrated experience administering and advising employees on federal benefits and retirement programs, including FEHB, FEGLI, TSP, federal wellness and WorkLife programs, new employee orientation, retirement processing, and Service Computation Date calculations.

Position: Human Resources Specialist – Benefits & Retirement
The Human Resources Specialist will support the customer’s Benefits Team in the administration of federal Benefits, WorkLife, and Retirement Programs. Programs may include, but are not limited to:
- Federal Employees Health Benefits (FEHB) Program
- Federal Employees’ Group Life Insurance (FEGLI) Program
- Thrift Savings Plan (TSP)
- Employee Assistance Program (EAP)
- Federal retirement programs
- Federal WorkLife and wellness programs
- Telework programs
Key Responsibilities: The Human Resources Specialist will:
- Provide guidance, counseling, and technical assistance to federal employees regarding health, life insurance, retirement, TSP, and other federal employee benefit programs.
- Respond to and triage incoming employee benefit inquiries, identifying appropriate actions and resources.
- Review, validate, and process employee benefits forms and elections, including FEHB, FEGLI, TSP, and related documentation.
- Counsel employees regarding federal benefits, retirement eligibility, service credit, deposits, redeposits, and related personnel matters.
- Prepare federal retirement estimates using automated retirement calculation systems such as FedHR or comparable systems.
- Prepare retirement packages for submission to the Office of Personnel Management (OPM).
- Calculate and validate Service Computation Dates (SCDs) for retirement, leave, and Reduction in Force (RIF) purposes.
- Calculate federal civilian redeposit service, FICA service, military service deposits, and other applicable service credit calculations.
- Request military service documentation from the Defense Finance and Accounting Service (DFAS) and provide employees with military deposit information and guidance.
- Coordinate with payroll offices regarding military deposits and other benefits-related payroll matters.
- Correspond with OPM, FEHB carriers, MetLife, TSP, payroll offices, and other federal agencies or organizations on behalf of employees as required.
- Research employee service histories and coordinate with federal agencies to obtain documentation necessary for retirement and benefits determinations.
- Enter and maintain benefits information and elections in the Federal Personnel Payroll System (FPPS) and other applicable personnel and benefits systems.
- Maintain employee and program records in benefits-related information systems, which may include e-Comp, FHR Navigator, FPPS, and other federal HR systems.
- Prepare and deliver benefits briefings as part of new employee orientation.
- Assist with planning and supporting Federal Benefits Open Season, employee seminars, wellness initiatives, WorkLife programs, retirement programs, and special emphasis activities.
- Engage employees and promote participation in applicable federal wellness and WorkLife programs.
- Coordinate administrative and logistical requirements for Benefits, WorkLife, orientation, wellness, and retirement programs.
- Maintain complete, accurate, and timely documentation of benefits inquiries, actions, determinations, calculations, correspondence, and case activity.
- Perform other federal benefits and retirement support functions as required by the customer.
Minimum Qualifications: Candidates must meet the following minimum qualifications:
- U.S. Citizenship is required.
- High school diploma or equivalent required.
- Minimum of three (3) years of experience providing guidance and information regarding federal employee benefits, including:
- Federal retirement
- Federal health insurance
- Federal life insurance
- Minimum of three (3) years of experience preparing federal retirement estimates using an automated retirement calculation system, such as FedHR.
- Minimum of three (3) years of experience calculating Service Computation Dates for:
- Retirement
- Leave
- Reduction in Force (RIF)
- Minimum of three (3) years of experience preparing federal retirement packages for submission to OPM.
- Minimum of three (3) years of experience entering benefits-related documents into FPPS.
- Minimum of three (3) years of experience entering health and life insurance benefit elections into automated federal personnel and/or payroll systems.
- Demonstrated knowledge of FEHB, FEGLI, TSP, federal retirement programs, military service deposits, redeposits, and federal service credit rules.
- Experience supporting new employee orientation, Federal Benefits Open Season, wellness programs, and WorkLife initiatives.
- Strong written and verbal communication skills.
- Ability to communicate complex federal benefits and retirement information clearly and professionally.
- Strong attention to detail and ability to maintain accurate and complete case documentation.
- Ability to work effectively with employees, HR professionals, payroll personnel, benefits carriers, OPM, DFAS, and other federal organizations.
Preferred Qualifications
- Experience supporting a federal agency benefits or retirement office.
- Experience with FPPS, FedHR, FHR Navigator, e-Comp, or comparable federal HR and benefits systems.
- Knowledge of federal civilian and military service credit calculations.
- Experience conducting benefits briefings, employee orientations, Open Season activities, or retirement counseling.
- Familiarity with federal WorkLife, wellness, EAP, and telework programs.
Place of Performance: This is an on-site position supporting the customer at its headquarters facility in Washington, DC.
