The Western Reserve Port Authority is seeking a dependable, safety-conscious, and motivated individual to join the Maintenance & Operations team at Youngstown-Warren Regional Airport as a Second Shift Airport Maintenance & Operations Specialist.
This is a full-time position responsible for a variety of maintenance, repair, inspection, construction, grounds maintenance, equipment operation, and airport operations activities. The position plays an important role in maintaining a safe, secure, and operational airport environment.

GENERAL STATEMENT OF DUTIES
Performs a variety of maintenance, repair, inspection, construction, grounds maintenance, equipment operation, safety, and security-related duties on airport grounds and facilities.
The successful candidate will assist in maintaining airport buildings, pavement, airfield infrastructure, grounds, fences, gates, equipment, other airport facilities and Port Authority owned properties. Work may be performed independently or as part of a team and requires the ability to follow written and oral instructions, communicate effectively, and work safely in an active airport environment.
MINIMUM QUALIFICATIONS
· High school diploma or equivalent.
· Some experience in general construction, maintenance, grounds maintenance, mechanical work, mobile equipment operation, or a related field is preferred.
· Any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to perform the work may be considered.
· Valid Ohio driver’s license required.
· Must successfully pass a pre-employment and random drug screening.
· Must be able to obtain and maintain all airport-required security clearances, badges, training, and certifications as required by the Department of Homeland Security.
KNOWLEDGE, SKILLS & ABILITIES
The successful candidate should have or be capable of developing:
· Knowledge of the operation, maintenance, and servicing of light, medium, and heavy equipment, including pickup trucks, snowplows, dump trucks, tractors, loaders, mowers, rollers, paint machines, crack-sealing equipment, chainsaws, power washers, and other maintenance equipment.
· Knowledge of basic building, grounds, pavement, electrical, plumbing, mechanical, and general maintenance practices.
· Knowledge of workplace hazards and applicable safety precautions associated with assigned equipment and airport operations.
· Ability to learn and follow airport operating procedures, safety procedures, traffic laws, federal and state regulations, and applicable airport standards.
· Ability to recognize deficiencies in equipment, buildings, pavement, airfield areas, and other facilities and take appropriate action.
· Ability to operate two-way radios and other communication equipment.
· Ability to use basic computer and electronic equipment.
· Ability to complete, distribute, maintain, and file required reports, inspection forms, and other documentation.
· Ability to follow written and oral instructions and established procedures.
· Ability to work independently with limited supervision.
· Ability to work effectively as part of a team.
· Ability to communicate professionally with airport employees, tenants, customers, contractors, vendors, Air Traffic Control, and federal, state, and local personnel.
· Ability to work safely around aircraft, vehicles, equipment, and other hazards associated with an active airport environment.
ESSENTIAL JOB DUTIES
Duties may include, but are not limited to:
· Operate tractors, mowers, trucks, snowplows, front-end loaders, painting equipment, crack-sealing machines, chainsaws, weed-cutting equipment, power tools, and other maintenance equipment.
· Perform routine maintenance and repairs on airport buildings, facilities, equipment, and infrastructure.
· Conduct airfield and facility inspections and identify discrepancies, hazards, and non-complying conditions.
· Document and report airfield and facility conditions to appropriate airport personnel.
· Communicate operational information with Air Traffic Control, airport tenants, contractors, and other appropriate personnel.
· Perform landscaping and grounds maintenance.
· Mow grass and maintain airport grounds and open areas.
· Perform building and pavement painting.
· Replace electrical fixtures, bulbs, switches, locks, and other minor building components.
· Perform pavement crack sealing and related pavement maintenance.
· Repair airport fencing and gates.
· Clear brush, trees, and vegetation from fence lines and other airport areas.
· Replace seals and perform minor repairs on hangar doors and windows.
· Perform minor plumbing repairs.
· Perform minor painting, drywall, and wall repairs.
· Provide preventative maintenance on automatic gates, baggage conveyor systems, hangar doors, and other facility components.
· Assist with snow and ice removal operations.
· Provide escort services for authorized contractors, tenants, and other individuals as required.
· Assist with airport construction and maintenance projects.
· Maintain tools, equipment, vehicles, and work areas in a safe and orderly condition.
· Participate in required airport, safety, security, and operational training.
· Perform other related duties as assigned.
PHYSICAL DEMANDS & WORKING CONDITIONS
This position involves physically demanding work performed throughout the airport’s approximately 1,460-acre operational area. Employees may be required to work independently in a variety of weather and environmental conditions, including high temperatures, humidity, extreme cold, snow, ice, wind, and other adverse conditions.
The position operates in an active airport environment and may require work around aircraft, vehicles, heavy equipment, fueling operations, construction activities, and other operational hazards.
The successful candidate must be capable of performing the following essential physical activities:
· Lift and position a 75-pound ladder and climb ladders to heights of approximately 30 feet for routine maintenance.
· Shovel sand and gravel and lift concrete mix bags weighing approximately 40–80 pounds.
· Perform concrete and pavement maintenance activities.
· Operate string trimmers, chainsaws, and other vegetation-management equipment for extended periods.
· Push a walk-behind mower for extended periods when required.
· Operate riding and other mowing equipment for extended periods, including equipment that may involve continuous sitting and periodic jarring or vibration.
· Lift and carry 5-gallon paint buckets weighing approximately 75 pounds, including moving and mixing buckets as required.
· Lift and carry 50-pound bags of glass beads from a pickup truck to pavement-marking equipment during airfield painting operations.
· Lift and transfer 50-pound rubber cubes from delivery vehicles to pavement repair equipment during maintenance projects.
· Sit and operate small, medium, and heavy equipment for extended periods.
· Work extended hours during snow and ice removal operations. Significant winter weather events may require extended shifts, including shifts of 16 hours or more.
· Work outdoors for extended periods in temperatures ranging from extreme heat and humidity to below-freezing winter conditions.
· Follow written and oral instructions and communicate effectively with supervisors, coworkers, Air Traffic Control, tenants, contractors, and other personnel.
· Operate vehicles and equipment safely in an active airfield environment.
· Communicate with Air Traffic Control and safely navigate light and heavy vehicles and equipment around passenger aircraft during flight operations.
· Work safely around aviation fueling equipment, fuel vehicles, construction equipment, and other active-airfield hazards.
WORK SCHEDULE
This is a full-time second-shift position Monday-Friday. Employees will also be scheduled for a 12-hour Saturday shift on a rotating basis. (At this time, the weekend rotation applies to Saturdays only and does not require working every other weekend or Sundays).
Airport operations are conducted 24 hours a day, 7 days a week, and employees may be required to work evenings, weekends, holidays, overtime, extended shifts, emergency call-ins, and other hours as operational needs require.
Shift assignments are bid by seniority in accordance with the applicable AFSCME collective bargaining agreement.

SECURITY & EMPLOYMENT REQUIREMENTS
Because this position works within an active airport environment, all applicants must be able to successfully complete the airport’s required security and employment screening process.
Requirements include:
· Department of Homeland Security, STA (Security Threat Assessment).
· BCI background investigation.
· Successful completion of a pre-employment physical and drug screening.
· Valid Ohio driver’s license.
· Ability to obtain and maintain required airport identification, security clearances, and training.
· Compliance with all Western Reserve Port Authority, airport, federal, state, and local safety and security requirements.
