RECOMMENDED QUALIFICATIONS
Knowledge:
Knowledge of: practices, principles, and methodology of public administration; organizational structure of the department.
Skills/Abilities:
Have an understanding of the legislative process; establish, maintain, and develop effective working relationships; exercise a high level of judgement and discretion in interpreting laws, policies, and procedures; communicate orally and in writing with a very high level of proficiency in the English language including public speaking and presentation skills; handle multiple assignments and priorities; work under pressure with short and multiple deadlines; exercise tact, good judgement and initiative; work independently; maintain regular work attendance; and operate information technology devices and use software such as Microsoft Word, Excel and PowerPoint proficiently.
Education:
Graduation from an accredited four (4) year college or university.
Experience:
Possess experience in managing multiple high profile projects and responsibilities simultaneously and independently; in drafting, reviewing, editing, and finalizing legislative bills, testimonies, and governmental policies as related to operational impacts; in working collaboratively with stakeholders ranging from department heads, executive management, departmental staff, other government agency personnel, and the public on governmental issues involving but not limited to legislation, rules, and policies; and in researching, analyzing, reporting, and presenting solutions proactively related to government policies and issues affecting the department.
Supervisory experience preferred.
Required Licenses, Certificates, etc.:
License to operate a motor vehicle in the State of Hawaii.
DESIRABLE QUALIFICATIONS
Experience in work related to public sector or government work experience, public speaking, laws, legislative work and strategic planning.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
