Are you someone with a passion for building and maintaining public facilities? Lincoln County is seeking an experienced Project & Facilities Director to lead capital improvement initiatives, oversee county facilities and grounds, and manage fleet operations.
In this key leadership role, you will guide major construction and renovation projects from concept through completion, ensuring projects are delivered on time, within budget, and in compliance with all regulations. You will also oversee daily facilities operations, maintenance services, and fleet management.
This position requires a strong background in project management, construction, and facilities operations, along with the ability to collaborate with internal departments, contractors, and community partners. The ideal candidate is a proactive problem-solver with experience managing budgets, contracts, and large-scale capital projects in a complex environment.
JOB SUMMARY
This position is responsible for managing capital projects, directing the maintenance of county facilities, and for managing the county vehicle fleet.
MAJOR DUTIES
- Manages the Capital Improvements Projects (CIP) for the county and other construction or renovation projects including design development, bidding, construction, and project closeout.
- Participates in the preparation of bid packages/documents for capital projects and maintenance and repair with the Purchasing Agent; participates in public bid openings when appropriate; develops construction contracts, specifications and bid forms; prepares scope of work statements for design engineers and inspecting engineers.
- Acts as liaison between County departments, developers, contractors and the public relating to engineering and construction projects; determines nature and extent of work; coordinates the permitting process for all projects.
- Provides in-house design including the review of drawings, material sources, zoning requirements and specifications during construction; supervises or prepares drawings of plans and details where warranted.
- Monitor contractors and consultants to ensure that contract terms and conditions are met; inspect construction sites for compliance with specifications and follow change orders.
- Monitors field inspections of work done by contractors to ensure compliance with plans and specifications; coordinates or attends various project meetings as a county representative.
- Reviews, justifies and recommends construction/contract change orders; reviews and approves pay requests to ensure that values are correct, and schedules are reasonable; monitors expenditures and revenues and provides information to officials.
- Determines date of substantial completion and performs final inspection to ensure project completion according to contract requirements.
- Manages and participates in the development and implementation of department goals, objectives, policies, and priorities; develops and administers policies and procedures.
- Prepares and participates in the development and administration of the department budget; participates in the development of the CIP budget; forecasts funding needs for staff, equipment, materials, and supplies; monitors and approves expenditures.
- Oversees management and performance of facility maintenance, grounds maintenance, facility services, fleet management and quality assurance, and provides appropriate direction to each respective division.
- Responds to calls during emergency situations; evaluates buildings and site related damage and takes necessary steps to protect, repair, and maintain county property.
- Performs other duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Considerable knowledge of modern principles and practices of project management and methods and techniques as applied to the construction and maintenance of government facilities.
- Ability to manage large-scale capital projects or multiple projects with considerable knowledge of the methods, materials and equipment used in engineering from design through construction.
- Working knowledge of applicable local, state and federal ordinances and regulations and environmental mandates.
- Familiarity with public sector procurement processes and contract administration.
- Working knowledge of computers and software programs for maintenance management systems, job costing, spreadsheets, word processing, scheduling, and estimating.
- Ability to review and understand designs, bid documents, specifications, work schedules, plans, maps, and reports.
- Ability to express ideas effectively orally and in writing.
- Ability to organize work and work independently.
- Ability to maintain effective working relationships with other employees, contractors, and the general public.
- Skill in problem solving, prioritizing and planning.
SUPERVISORY CONTROLS
The County Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include federal, state, and local codes and ordinances; federal, state, and local purchasing guidelines; and department and county policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position participates developing department guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, supervisory, and technical maintenance duties. The variety of duties to be performed contributes to the complexity of the position.
- The purpose of this position is to manage county capital projects, direct the maintenance of county facilities and grounds, and maintain the county fleet. Successful performance ensures the efficiency and effectiveness of county operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office, warehouse, and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the Assistant Facilities Management Director, Facilities Support Specialist, and Quality Assurance Coordinator, as well as indirect oversight of additional facilities, maintenance and grounds personnel
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to engineering, architecture or facilities management.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the divisions, usually interpreted to require three or more years of related management or supervisory experience.
- Proficient knowledge in building systems, permitting processes, and construction practices (mechanical, electrical, and plumbing).
- Proficient knowledge of facility maintenance and operations with five or more years of progressively responsible experience that includes construction management or oversight.
- Knowledge in grounds maintenance and appropriate applications related to grounds upkeep.
- Experience in budget management, contracts, and regulatory compliance requirements (OSHA, EPA, and ADA).
- Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina.
- Professional Engineering License, Certified Facility Manager (CFM) certification, or Projection Management Professional (PMP) certification preferred.
