We are seeking an experienced Program Manager to lead enterprise program and portfolio management activities supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Discovery, Education, and Affiliate Networks (DEAN). Serving as the Contractor's primary point of contact with Government leadership, the Program Manager will oversee the planning, execution, and delivery of multiple high-priority healthcare transformation initiatives by managing project portfolios, coordinating cross-functional teams, developing project scopes and implementation plans, monitoring schedules, risks, budgets, and performance, and providing executive reporting and strategic decision support. The successful candidate will drive task order execution, facilitate stakeholder collaboration, and ensure projects are delivered on time, within scope, and aligned with VHA priorities while supporting a dynamic portfolio of emerging initiatives.
Responsibilities:

Planning, initiating, managing, executing, monitoring, and closing complex programs supporting an integrated healthcare system.

Leading enterprise program management activities involving multiple concurrent projects, stakeholders, and organizational priorities.

Developing project management plans, schedules, staffing approaches, risk management strategies, and executive reporting.

Coordinating cross-functional teams consisting of Government personnel, contractors, healthcare professionals, and executive leadership.

Preparing executive briefings, status reports, portfolio dashboards, and management presentations.

Managing project scope, schedules, milestones, risks, issues, dependencies, and deliverables throughout the program lifecycle.

Supporting organizational transformation, strategic initiatives, and executive decision-making in a dynamic Federal environment.
Qualifications:
-
Minimum of ten (10) years of progressively responsible program management experience supporting complex programs within an integrated healthcare system.

Minimum of six (6) years of experience supporting a large corporation or Federal Government agency in a program or project management capacity.

Demonstrated experience planning, initiating, managing, executing, and closing complex programs from initiation through closeout.

Experience supporting executive leadership in the execution of strategic organizational goals and program objectives.

Ability to manage multiple high-priority initiatives simultaneously while coordinating activities across cross-functional teams and stakeholders.

Excellent written, verbal, organizational, and interpersonal communication skills.

Ability to obtain and maintain the background investigation required for the position
Preferred Qualifications:
-
Familiarity with the standard operations of the Veterans Health Administration (VHA).

Demonstrated experience successfully engaging with senior executive leadership within a Federal healthcare organization.

Knowledge of the Veterans Health Administration Office of Discovery, Education, and Affiliate Networks (DEAN), including its mission and organizational functions.

Experience supporting healthcare transformation, enterprise program management, or large-scale organizational initiatives within the Department of Veterans Affairs or other Federal healthcare agencies.
Education and Experience:

Master's degree from an accredited college or university.

Current Project Management Professional (PMP) certification or a comparable project management certification.
