Utility Maintenance Specialist I

High school diploma or equivalent and one (1) year of experience in construction, maintenance, or repair of public works infrastructure (or an equivalent combination of education and experience). CDL with endorsements required within six (6) months of hire.
Utility Maintenance Specialist II
$22.92 - $25.21/hr
High school diploma or equivalent, Level IV Water Distribution System Operator certification, and three (3) years of experience in construction, maintenance, or repair of water distribution or sewer collection systems (or an equivalent combination of education and experience). Must possess a valid CDL with endorsements at time of hire.
Senior Utility Maintenance Specialist
$26.53 - $29.18/hr
High school diploma or equivalent, two qualifying certifications, and five (5) years of experience in construction, maintenance, or repair of water distribution or sewer collection systems (or an equivalent combination of education and experience). See qualifications below.
GENERAL PURPOSE
Performs a variety of lead worker and journey-level skilled duties related to the construction, installation, maintenance, and repair of the city utility service system including streets, water transmission and distribution, and wastewater collection.
SUPERVISION RECEIVED
Works under the direct supervision of the Street/Utility Superintendent, and the close general supervision of the Street/Utility Maintenance Foreman.
SUPERVISION EXERCISED
May oversee Utility Maintenance Specialist I, temporary, seasonal and part-time laborers while in training or on a project-by-project basis. May function as a lead worker by assignment.
May serve as a lead worker and\or project leader; makes decisions related to procedures and processes as related to specific job sites; performs troubleshooting as directed.

Receives daily assignments; takes assigned equipment, materials and manpower to the appropriate site and completes the project as directed by the Street/Utility Superintendent, or Street/Utility Maintenance Foreman.
Ensures proper work site safety procedures are being followed; using and wearing appropriate safety equipment, sets up barricades, safety signs and signal equipment; may perform flagging assignments to assure work zone safety; attends scheduled safety training classes.
Streets:
Performs, trains, and instructs employees in the proper maintenance techniques and procedures for various street projects, such as asphalt hot and cold mix, patching, storm drain maintenance/repairs and construction, grading, road base spreading, ice/snow control.
Instructs employees in the proper operation and maintenance of heavy equipment: trains operators in proper safety practices; oversees the setup of traffic control and safety devices according to established uniform codes and standards.
Operates heavy equipment such as single and tandem axle dump trucks, front-end loaders, backhoes, bucket trucks, snowplows, street sweepers, asphalt/concrete saws and other similar equipment in the construction, maintenance and repair of various street projects and sites.
Operates trucks, snowplows and sanders in hauling, plowing, and cleaning streets; performs cement work on flat surfaces curbs, and gutters; grouts surfaces and joints; performs a variety of street maintenance projects and road work; patches chuck holes, transports road materials; maintains roadways.
Transports and deposits various construction materials such as sand, salt, gravel, dirt, bitumen, etc.; performs hot mix patching, storm drain cleaning, repair and construction, snow and ice control, gravel street maintenance, cold mix patching, debris collection, etc.
Checks and services assigned equipment; performs daily and weekly inspections and maintenance: reports mechanical problems to the fleet shop for repairs.
Water:
May oversee and participate in the installation or repair of water service connection and pipelines; operates backhoe and trenching equipment; performs installation or repair of service lines, main lines, meters, meter setters, fire hydrants, pressure regulating valves, sampling stations, water storage tanks, pump stations and pumps, well houses and wells, fluoride saturators and day tanks, fluoride injection lines, chlorination systems, and all other components to the water system.
Monitors levels in the City owned water storage facilities. Conducts water samples as directed including monthly bacteria samples and quarterly and yearly chemical analysis mandated by the State of Utah Division of Drinking Water. Fills out all paperwork required for field tests and samples. Monitors levels of chlorine and fluoride using field test kits, calculates fluoride and chlorine dosage, reports dosing and testing levels to the Utilities Superintendent.
Chlorinates new water lines, test for high and low levels, flushes line and tests for the presence of bacteria using an incubator, pressure tests new line.
Operates valves for isolating segments of the system or regulating pressure in the many pressure zones; operates large CDL trucks in the transportation of materials and equipment related to water line repair; Thaws frozen water lines; operates light equipment and hand tools used in the installation and repair of water lines.
May read residential and commercial water meters; may deliver shut-off notices and perform shut-offs for delinquent account. Responds to emergencies related to the water system. Processes and completes daily work orders; performs new service starts, shut-offs. Checks meter readings to locate abnormal consumption and records reasons for fluctuation.
Exercise system valves performs fire hydrant flushing, flow tests and inspections to ensure operational readiness; assists to check operational function; complete visual inspection for damage; check for proper valve operation; lubricate cap threads; verify that bodies drain properly; perform secondary static, residual and flow readings as needed.
Sewer:
Performs sewer collection system installation, maintenance and repairs; operates a variety of hand and power equipment; installs new sewer mains; taps mains to make service connections; repairs leaks and damage in the sewer system(s). Responsible for manhole and sewer line inspection process.
Stormwater:
Preforms stormwater drain line and holding pond inspections; installation, maintenance, and repairs of the stormwater system. Operates Vac trailers, sweepers, CCTV vans, and all other required equipment to maintain the stormwater system.
Responsible for the oversight of portions of the Storm Water Pollution Prevention Plan Program (SWPPP) including: inspections, record keeping, illicit discharge incidents, etc. Assists with the development of the SWPPP Best Management Practices (BMP’s).
General:
Locates City owned utility lines to ensure the city’s GIS mapping system is update and accurate.
Installs seasonal banners, Christmas and Independence Day decorations; performs minor electrical repairs.
Participates in work zone safety procedures relating to confined space entry, trench shoring, toxic gasses in high concentration, low oxygen equipment, explosive chemicals, acids and carcinogens, electricity, heights in excess of twenty(20) feet, and biological hazards.
Education and Experience:
A. Graduation from high school or equivalent; plus two of the following certifications:

Level IV Water Distribution System Operator

Level IV Wastewater Certification or Backflow Program Tester Certification, or equivalent certifications (to be determined by the needs of the department)
AND
B. Five (5) years of experience in construction, maintenance or repair of water distribution or sewer collection systems.
OR
C. An equivalent combination of education and experience.
Special Qualifications:
Must maintain flagger certification.
Maintain certifications of specialized equipment and procedures, i.e., confined space.
Must be a Registered Stormwater Inspector or Certified Backflow Administrator or obtain one within 12 months of hire (the required certification will be determined by the department’s needs)
Must possess a valid commercial driver’s license (CDL) with endorsements.
Essential Functions, Knowledge, Skills and Abilities:
Considerable knowledge of operating basic manual and power tools; the standard practices, methods, materials and tools necessary for pipe line construction and repair activities; pipe fitting procedures; the occupational hazards and safety precautions of trench work construction and pipeline maintenance work; hazards common to heavy equipment operation; safety standards related to street construction and maintenance; material and methods of constructing roads, drain systems, etc.; water supply and distribution systems; construction requirements for distribution and pumping systems; hazards associated with water treatment chemical; state or federal regulations governing installation and maintenance of water systems ; water quality laws; interpersonal skills.
Work Environment:

Incumbent must frequently lift 35 to 100 pounds. Position requires rotating stand-by shift work and overtime including holidays and weekend and is subject to call-back in emergency situations.
