Performs difficult professional and supervisory work managing the water reclamation facility laboratory, industrial pre-treatment program oversight, residuals management, stormwater management, FOG program and compliance records and reporting for the City.
Distinguishing Features of the Class
An employee in this class is responsible for managing the water reclamation facility laboratory; industrial pre-treatment monitoring; compliance reporting with the State on wastewater; fats, oils and grease monitoring (FOG) program; residuals treatment and disposal; and related environmental programs for City utilities. Work involves monitoring state and federal regulatory requirements and researching and instituting program changes to comply; preparation and renewal of wastewater, land application, collection systems permits as required; initiating and tracking changes to existing permits and/or ordinances; and preparing a variety of schedules, records, standard operating procedures, response plans, analyses and reports as required by the state. The employee is subject to hazards associated with wastewater and chemical work including exposure to electrical current, and chemicals, fumes, odors, dusts, mists, gases, and poor ventilation. Work is also subject to the final standards of OSHA on blood borne pathogens. Work is performed under general supervision and is evaluated through periodic conferences, reports, performance reviews and reviewed for conformance to testing and reporting procedures and accuracy.
EXAMPLE OF DUTIES
Manages staff; troubleshoots problems or provides advice to staff in performance of a variety of standardized laboratory tests and analysis of wastewater, raw and treated water samples to determine efficiency of treatment; supervises and participates in long term study and complex analyses; trains staff in required laboratory compliance testing; coordinates test results with plant operations personnel and industrial officials; supervises staff engaged in FOG and Pretreatment programs.
Participates in hiring and provides training, orientation, motivation, leadership, communication and performance coaching and evaluation for assigned staff; prepares and submits time sheets; approves leave and establishes work schedules; establishes an environment of teamwork, collaboration and performance excellence.
Leads and participates in Industrial Pretreatment Program work; creates, revises and maintains standard operating procedures, calculates limits and writes permits, oversees sampling, updates sewer use ordinance, performs head works analyses, oversees notices of violations with permitted industries, and prepares monitoring reports.
Issues annual permits for septic haulers; calculates charges and forwards to billing staff.
Oversees and consults with FOG program staff; observes and monitors stormwater inspections.
Consults with, informs, and advises laboratory analysis staff; fills in for absent staff as needed; monitors the maintenance of an inventory of chemicals, solutions, culture media, required forms, and other laboratory supplies, laboratory quality control program and standard operating procedures for compliance with EPA and state laboratory requirements.
Represents the City with various outside regional groups
Prepares input for division budget; approves purchases and invoices and manages approved budget; obtains quotes from contract laboratories and other contractors.
Evaluates, researches and recommends technology and other systems improvements to enhance efficiency or effectiveness.
Backs up other staff as needed.
Performs other related tasks as required.
SUPPLEMENTAL INFORMATION
Must be able to perform the basic life functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Must possess visual acuity for the operation of a computer terminal, to prepare and analyze laboratory results, data, and figures, to operate a microcomputer, to perform visual inspection of measurement devices, for extensive reading, to determine the accuracy, neatness and thoroughness of work.
