Overview:
Doyon Management Services, LLC (DMS), a wholly owned subsidiary of Doyon Government Group (DGG), provides design-build and general construction services for demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations.
The Estimator prepares cost estimates for construction projects to assist with bidding and pricing, while supervising estimating operations and producing accurate estimates for multi-disciplinary Federal Government projects, including Bid-Build and Design-Build projects.
ESSENTIAL FUNCTIONS:

Prepare accurate estimates and proposals for USACE/NAVFAC federal construction projects

Review plans, specs, and solicitation documents to define scope and pricing requirements

Perform quantity takeoffs and develop pricing for labor, materials, equipment, subcontractors, and general conditions

Solicit and level subcontractor/vendor bids and verify complete scope coverage

Identify risks, scope gaps, and compliance-related cost drivers unique to federal and military construction

Partner with operations and field leadership on means, methods, phasing, logistics, and constructability

Prepare conceptual pricing, hard bids, negotiated proposals, and change order estimates

Maintain complete estimating documentation, bid tabs, clarifications, assumptions, and exclusions

Incorporate addenda, design revisions, and owner requirements into final pricing

Support bid reviews, proposal development, and turnover to project teams after awardOther duties as assigned
KNOWLEDGE, SKILLS & ABILITIES:

Read, analyze, and interpret complex documents

Respond effectively to sensitive inquiries or complaints

Comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory

Understand concepts such as limits, rings, quadratic and differential equations, proofs, and theorems (a plus)

Use Microsoft Word, Excel, MC2, or similar software, as well as on-screen takeoff tools

Solve practical problems and address situations with limited standardization

QUALIFICATIONS:

Minimum 10 years of experience as an approved construction estimator on USACE, NAVFAC, or similar federal projects
-
5+ years of estimating experience on USACE and/or NAVFAC projects for a general contractor (GC).

Strong knowledge of federal construction estimating, including specifications review, subcontractor pricing, bid leveling, and compliance-driven cost impacts typical of military construction projects.

Bachelor’s degree in engineering, construction management, or trade school equivalent is preferred

Proficiency in On-Screen Takeoff software and Microsoft Excel

Strong organizational skills and self-motivation

Excellent communication and computer skills
SALARY & BENEFITS: Salary range for this position is $120,000.00-$155,000.00 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location. Employees are eligible to enroll in medical, vision, dental, flexible spending, employee assistance program, group and voluntary life and disability insurance and 401(k) retirement plan. Paid Time Off, 10 paid holidays, 5 bereavement and 10 jury duty paid leave.
