Title: Clinical Program Manager III (Hollywood)

Salary Range: $95,000-$140,000/DOE
The lower end of the range will apply to candidates who meet the minimum experience requirements or have limited relevant experience. The higher end of the range will apply to seasoned candidates with considerable relevant experience.
Summary
The Clinical Program Manager shall oversee comprehensive programming for a housing unit based in the Hollywood section of Los Angeles with a focus on co-occurring populations. Primary duties include day-to-day operations, program coordination, contract compliance, personnel supervision, and clinical implementation such as crisis management and psychotherapy as needed. The Senior Clinical Program Manager will engage in multiple tasks encompassing core areas of management, leadership, and administration. The position may involve additional evenings or weekends as needed. The position reports to the Director of Behavioral Health.
Essential Functions
1. Directly supervise a team of behavioral health and social service workers, interns, and volunteers.
2. Directly oversee program operations, including staff recruitment, retention, and termination.
3. Oversee implementation of evidence-based practices utilized in the program.
4. Oversee data collection and quality assurance functions for the contract, including chart reviews, documentation training, and tracking/monitoring of contract performance.
5. Facilitate frequent team meetings to ensure contract compliance and achievement of program goals.
6. Provide clinical individual counseling, group support, case management, and advocacy services, including co-facilitation of workshops under the direction of a licensed mental health professional.
7. Conduct follow-up with clients as appropriate.
8. Implement programmatic scope of work at a minimum 85% completion rate.
9. Maintain care team protocols and policies under professional clinical supervision.
10. Conduct community outreach and engagement activities to prospective clients.
11. Promote the availability of psychosocial and behavioral health and psychosocial support services to prospective clients.
12. Provide necessary program documentation, including the completion of reports, administration of evaluation tools, and other program-related assignments.
13. Oversee facilities maintenance requests, address building-related matters, and purchase food and supplies for the office, in coordination with the Property Manager.
14. Communicate with DMH and other outside agencies regarding clients' cycle of residency and treatment.
15. Coordinate with clients' treatment teams and provide crisis response as needed.
16. Attend Unit, Case Conferences, Agency, and Community meetings as assigned.
17. Other activities as assigned and required to conduct program and agency objectives.
18. Engage in recruitment, retention, and routine evaluation strategies of personnel. Evaluation includes, at minimum, an annual written evaluation and ongoing monitoring to facilitate professional development.
19. Ability to perform duties during weekends and evenings when required.
20. Regular attendance and other duties as assigned.
Supervisory Responsibility
1. Approve timesheets in a timely manner.
2. Issue DARs (Disciplinary Action Reports) and provide verbal coaching as needed.
3. Conduct Performance Evaluations (PEs) for supervised staff.
4. Directly supervise the behavioral health and social service personnel, consisting of staff, interns, and volunteers.
Minimum Qualifications - Knowledge, Skills and Abilities Required
- Licensed or Registered as an LCSW/ASW, LMFT/AMFT, LPCC/APCC or equivalent, with the California Board of Behavioral Sciences (BBS), with preference to close to licensure for BBS-registered candidates.
- Experience with coordinating county-funded social service program focusing on areas such as health, mental health, substance use, and/or housing.
- Current active registration and in good standing with the California Board of Behavioral Sciences.
- Basic knowledge of HIV/AIDS, behavioral health, homeless, forensic treatment, human trafficking, and related issues.
- Upholds HIPAA regulation.
- Excellent communication and negotiation skills.
- Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.
- Strong interpersonal skills and ability to relate to staff from a variety of cultures, languages, and educational backgrounds.
- Ability to coordinate multiple tasks/projects simultaneously in a high-pressure environment.
- Ability to work with diverse communities (e.g., multi-gender, ethnic, generation, bilingual, lesbian, gay, bisexual, transgender, substance use).
- Strong written and oral skills necessary for program narrative reporting and presentations.
- Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
- Valid California driver’s license, proof of car insurance, and reliable transportation.
- Verification of employment eligibility and passing of background check.
- Updated tuberculosis test (annual requirement) – read, reviewed, and dated by a clinician.
Preferred Qualifications - Knowledge, Skills, and Abilities
- Experience working in a non-profit community-based organization.
- Bilingual in English and another County threshold language (e.g., Spanish, Korean, or Mandarin).
