Overview
The Risk and Loss Prevention Engineer III plays a critical role in supporting project teams with planning, executing, and managing risk assessments and loss prevention studies across offshore and onshore oil & gas projects, including midstream, downstream, and LNG facilities. This role ensures risks are systematically identified, analyzed, mitigated, and tracked to closure, while maintaining alignment with industry standards and company expectations.
Responsibilities
- Risk Assessment Planning & Execution
- Collaborate with project teams to develop and execute comprehensive risk assessment plans, including HAZOPs, PHAs, LOPAs, and other loss prevention studies
- Plan and schedule assessments, identifying key sponsors and participants
- Support Contractor-Led Studies
- Coordinate with EPC contractors on planning and execution of risk studies
- Review study charters, safety assumption registers, and reports for completeness and accuracy
- Ensure safeguards are identified and risks are evaluated using established risk matrices
- Steward and track closure of recommendations from contractor-led studies
- Lead Company-Facilitated Assessments
- Lead PHA and LOPA facilitation across upstream, midstream, downstream, and LNG facilities
- Develop and review study charters defining purpose, scope, timing, and participants
- Facilitate risk workshops including HAZOPs, hazard identification sessions, and qualitative/quantitative risk assessments
- Prepare and review detailed reports including risk summaries, methodologies, conclusions, and action plans
- Obtain endorsements and approvals for all deliverables
- Process Safety & Technical Analysis
- Perform consequence modeling and analysis (e.g., DNV PHAST)
- Execute SIL/SIF calculations and support Safety Requirements Specification (SRS) development
- Prepare fire protection engineering deliverables
- Conduct Process Safety Management (PSM) audits and ensure compliance with industry standards
- Action Tracking & Reporting
- Develop action resolution plans and track all risk assessment actions through completion
- Coordinate with responsible stakeholders to ensure timely closure
- Report progress to project leadership and provide recovery plans for overdue actions
- Project Delivery & Coordination
- Manage project delivery for process safety scope, ensuring quality, schedule, and stakeholder alignment
- Work cross-functionally with engineering teams, contractors, and project management
- Travel Requirement
- Travel domestically and internationally (e.g., U.S., Netherlands, Singapore) as required
Qualifications
- Industry Experience
- Extensive experience in offshore oil & gas, including subsea systems and FPSO facilities
- Experience supporting midstream, downstream, and LNG facilities
- Risk & Loss Prevention Expertise
- Proven experience facilitating and participating in:
- HAZOP (Guideword-based), PHA, and LOPA studies
- Fire and explosion risk analysis
- Overpressure, relief, and flare system analysis
- Installation/execution risk assessments
- Escape, evacuation, and temporary refuge studies
- Dropped objects and consequence/dispersion analysis
- Technical Skills
- Proficiency in consequence modeling tools (e.g., DNV PHAST)
- Experience with SIL/SIF calculations and SRS development
- Strong understanding of process safety principles, industry codes, and standards
- Ability to interpret P&IDs/PFDs and define HAZOP nodes
- Documentation & Reporting
- Experience creating study charters, terms of reference, and comprehensive risk assessment reports
- Strong ability to track, manage, and present action items and project updates
- Stakeholder & Project Coordination
- Demonstrated ability to work with cross-functional teams and external contractors
- Experience managing deliverables for process safety projects
- Preferred
- Experience working with major operators such as ExxonMobil
- Guideword HAZOP facilitation expertise
