Site Safety & Health Officer (SSHO)
Panhandle Power Solutions is seeking an experienced USACE-qualified Site Safety & Health Officer (SSHO) to oversee all site safety and health activities for a federal construction project at Buckley Space Force Base. The SSHO will be responsible for implementing and enforcing the project Accident Prevention Plan (APP) in accordance with USACE EM 385-1-1 requirements while promoting a proactive safety culture throughout the project.
This position requires daily on-site presence whenever work is being performed.
KEY RESPONSIBILITIES
Site Safety & Health Management
- Implement, manage, and enforce the approved Accident Prevention Plan (APP)
- Ensure project compliance with USACE EM 385-1-1, OSHA regulations, contract requirements, and company safety policies
- Conduct daily site safety inspections and document findings
- Identify hazards, implement corrective actions, and verify timely resolution
- Maintain continuous safety oversight during all construction activities
- Coordinate with project management to ensure safe work planning and execution
Safety Planning & Coordination
- Conduct Activity Hazard Analysis (AHA) reviews prior to the start of each Definable Feature of Work (DFOW)
- Review work plans and ensure appropriate controls are in place before work begins
- Participate in Preparatory and Initial Phase meetings to verify safety requirements are addressed
- Coordinate safety requirements with subcontractors and vendors
- Lead weekly safety meetings and toolbox talks
Inspections & Compliance
- Perform routine and documented safety inspections of work areas, equipment, and operations
- Monitor compliance with fall protection, excavation, electrical safety, confined space, lockout/tagout, crane operations, and other applicable safety requirements
- Ensure required permits and documentation are completed before hazardous work begins
- Maintain OSHA and EM 385-required documentation and records
Incident Management
- Investigate all incidents, near misses, and property damage events
- Complete required incident reports and root cause analyses
- Develop and monitor corrective action plans
- Track safety metrics and identify opportunities for continuous improvement
Training & Documentation
- Conduct new employee safety orientations
- Verify employee certifications and required training remain current
- Maintain project safety files including:
- Daily safety reports
- Inspection reports
- AHAs
- Training records
- Incident investigations
- Equipment inspections
- Safety meeting documentation
- Support internal and client safety audits
Stakeholder Coordination
- Serve as the primary point of contact for all project safety matters
- Interface daily with USACE representatives, CORs, inspectors, and project stakeholders
- Participate in project meetings and provide safety updates
- Coordinate with the Quality Control Manager and Project Superintendent to ensure safe execution of all work activities
MINIMUM QUALIFICATIONS
- Minimum 5 years of construction safety experience
- Minimum 3 years serving as SSHO on USACE, NAVFAC, or other federal construction projects
- Current OSHA 30-Hour Construction certification
- Current First Aid/CPR certification
- Thorough knowledge of USACE EM 385-1-1 Safety and Health Requirements Manual
- Experience preparing and implementing Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs)
- Strong understanding of OSHA regulations and federal construction safety requirements
- Experience with medium-voltage electrical construction, substations, switchgear, underground utilities, or renewable energy projects
- Ability to read and interpret construction drawings, specifications, and contract documents
- Proficiency with Microsoft Office and construction management software
- Excellent communication, leadership, and organizational skills
PREFERRED QUALIFICATIONS
- Construction Health & Safety Technician (CHST), Certified Safety Professional (CSP), or equivalent certification
- Experience supporting electrical infrastructure, medium-voltage distribution, or utility projects
- Experience with RMS/QCS and Procore
- Bachelor's degree in Occupational Safety, Construction Management, Engineering, or related field
- Federal project closeout experience
COLORADO / FEDERAL PROJECT REQUIREMENTS
- Ability to work at elevation
- Ability to work in remote outdoor environments and varying weather conditions
- Ability to pass a federal PACER background check for base access (Natural Born U.S. Citizen required)
COMPENSATION & BENEFITS
- Competitive salary based on experience
- Range: $120,000–$135,000
- Per diem for qualifying travel
- Performance incentives tied to measurable contributions to project safety and successful project outcomes
- Full PPS benefits package (80/20 split)
