JOB SUMMARY
The Site Manager leads field execution of Base International’s emergency response base camp operations by overseeing day-to-day site activities, coordinating temporary infrastructure deployment, and managing subcontractors and field personnel. This role ensures projects are executed safely, efficiently, and in full alignment with contractual requirements, operational objectives, and project Scope of Work.
Operating in fast-moving and often austere environments, the Site Manager combines construction management expertise, logistics coordination, and strong leadership to maintain operational continuity and mission success. The role requires the ability to manage complex deployments involving temporary life-support infrastructure, cross-functional teams, and multiple stakeholders.
This position plays a critical role in the planning, deployment, execution, and demobilization of field operations supporting emergency response and mission-driven programs.
Candidates with experience supporting government programs, expeditionary operations, disaster response missions, or Base Life Support (BLS) environments are strongly encouraged to apply. Experience working with federal contractors, government service providers, or large-scale logistics programs is highly valued.
CORE RESPONSIBILITIES
Daily Site Operations
- Lead deployment, construction, setup, maintenance, and demobilization of temporary life support sites.
- Oversee daily operational execution including work orders, scheduling, progress documentation, and reporting.
- Develop and maintain project schedules, Gantt charts, construction matrices, and operational reporting.
- Coordinate installation and maintenance of temporary infrastructure including power generation, HVAC systems, sanitation systems, water distribution, tenting, kitchens, and refrigeration units.
- Coordinate materials, equipment, and logistics between headquarters, subcontractors, and field teams to ensure operational readiness.
- Monitor project scope, schedule, and resource allocation to maintain alignment with contractual deliverables and operational goals.
Subcontractor & Personnel Coordination
- Supervise and coordinate field staff, skilled trades, and subcontractors to maintain safety, quality, and productivity.
- Assign work tasks, monitor performance, and ensure adherence to project standards and operational procedures.
- Support onboarding, mobilization, and management of temporary personnel during rapid deployments.
- Ensure functionality, compliance, and safety of all life support infrastructure and supporting systems.
- Coordinate troubleshooting, repairs, and maintenance activities with technical staff and subcontracted teams.
- Provide clear leadership and operational direction to subcontractors to maintain consistent execution across all project activities.
Stakeholder & Client Communication
- Serve as the on-site representative for Base International when interacting with clients, partner agencies, inspectors, and external stakeholders.
- Provide daily operational updates, reports, and escalation of issues to senior leadership and headquarters operations.
- Support contract administration activities including identifying potential scope changes, contract modifications, or operational risks.
- Build strong working relationships with clients and partner organizations to support mission success and long-term collaboration.
- Ensure all customer expectations, regulatory requirements, and contractual obligations are met or exceeded.
- Personnel & Subcontractor Management
- Lead, mentor, and direct field personnel including supervisors, trades personnel, inspectors, and subcontracted teams.
- Promote a culture of accountability, professionalism, and safety-first operations.
- Support workforce planning, staffing levels, onboarding, and daily operational briefings.
- Guide teams operating in demanding field conditions while maintaining high performance standards.
Compliance, Safety & Quality
- As requested, conduct safety briefings, inspections, and compliance checks.
- Ensure adherence to OSHA, DMG policies, and quality management protocols.
- Report hazards, incidents, and corrective action recommendations.
- Monitor quality assurance procedures and documentation to maintain project compliance
- Maintain compliance with quality management systems and documentation requirements.

QUALIFICATIONS
Required
- 5-8 years of experience in project management, operations management, construction management, logistics, or mission-support operations.
- Experience managing field operations involving temporary infrastructure such as generators, power distribution, HVAC systems, sanitation, water systems, tenting, kitchens, and related equipment.
- Demonstrated experience managing subcontractors, vendors, and cross-functional teams in field environments.
- Strong leadership, organizational, and communication skills with the ability to manage complex operations and competing priorities.
- Proficiency with project management and reporting tools such as MS Project, Smartsheet, Procore, or similar platforms.
- Must possess valid U.S. driver’s license with a clean driving record.
- Must be authorized to work in the U.S.
- Ability to work extended 12-hour shifts for long durations during deployments.
- Bachelor’s degree or equivalent professional experience.
- Preferred Qualifications
- Experience supporting government programs, federal contracts, LOGCAP operations, disaster response, or humanitarian missions.
- Experience supporting rapid mobilization environments including disaster response, humanitarian missions, government contingency operations, or overseas project deployments.
- Military service or experience working in military-supported environments
- Experience leading base life support operations or remote camp deployments.
- Experience working in austere, international, or high-tempo operational environments.
- Bilingual
- Experience managing project schedules, risk assessments, and subcontractor coordination across multiple workstreams
WORK CONDITIONS
- Day and/or night shifts depending on mission phase.
- Frequent physical activity—walking, lifting (up to 50 lbs), climbing, outdoor exposure.
