Red Arch Solutions is seeking a Contracts Administrator to join our Corporate Operations team in Columbia, MD. We are looking for a highly motivated self-starter with a meticulous, detail-oriented approach to managing complex agreements.
The successful candidate will work effectively with all levels of functional, program, and corporate management to ensure contract responsibilities are expertly managed and program objectives are achieved. You will perform cradle-to-grave procurement and contract/sub-contract administration functions (pre-award, post-award, and closeout). Red Arch Solutions supports extensive DoW contracting efforts under multiple contract types including FFP, T&M, CPFF, and CPAF.
Responsibilities-
Prime & Subcontract Administration: Expertly administer both prime contracts and subcontracts, ensuring full compliance with company policies, contract requirements, and government regulations.

Subcontractor Management: Actively manage subcontractors for company prime contracts, including monitoring performance, tracking deliverables, and facilitating seamless communication. Independently track contract end dates, funding ceilings, and option periods, providing leadership with 60/90-day outlooks without prompting

Submission Management: Lead and manage the submission process for contract deliverables, ensuring all documentation is accurate, timely, and compliant.

Procurement Documentation: Coordinate, develop, and produce comprehensive documentation such as acquisition plans, source selection plans, SOWs, and proposal preparation instructions.

Audit Readiness: Maintain "audit-ready" files at all times.

Financial Literacy: Track "Limitation of Funds" (LOF) and "Limitation of Cost" (LOC) notices autonomously.

Negotiation Support: Lead and close negotiations on terms and conditions quickly, minimizing the need to prolong the need for "back and forth".

Lifecycle Support: Review and process procurement requisitions, modifications to task/delivery orders, cost/price analyses, and justifications/determinations.

Proposal Development: Coordinate and produce high-quality proposals and solicitations; evaluate offers for responsiveness and eligibility.

Cross-Functional Collaboration: Interface and coordinate with contractors, subcontractors, and internal departments to align procurement strategies with corporate goals.
Requirements-
DoW Expertise: Bachelors Degree and 5+ years of extensive experience specifically supporting DoW contracting across multiple types (FFP, T&M, CPFF, and CPAF).

Contractual Knowledge: Deep familiarity with government contracting regulations, specifically the FAR/DFARS.

Risk Mitigation and Problem Solving: Proven ability to identify "red flag" clauses in prime contracts or subcontracts and independently propose alternative language or mitigation strategies.

Self-Starter Mentality: Proven ability to work independently, take initiative, and manage competing priorities across different functional areas.

Technical Proficiency: Strong computer skills with advanced proficiency in MS Office Suite and various databases.

Detailed Oriented: Exceptional attention to detail in drafting, reviewing, and tracking complex legal and financial documentation.

Clearance: Must possess a TS/SCI.

Communication: Excellent oral and written communication skills for negotiating and interfacing with high-level stakeholders.
Desired Skills-
Experience using Cobblestone contract management software.

Prior experience in a lead role managing subcontractor relationships for large-scale prime contracts.

CPCM (Certified Professional Contracts Manager) or CFCM

Experience reporting in SAM.gov #CJ
Salary range for this position 105,000-130,000
