Position Summary
Reporting to and in support of the Chief Operating Officer (COO), the Executive Vice President of Housing Choice Voucher is responsible for the day-to-day operations and management of the Housing Choice Voucher Program (HCVP), inclusive of Tenant Based Vouchers, Traditional Project-Based Vouchers (PBVs), RAD-PBVs, and Community Based Rental Assistance Programs. The Executive Vice President of Housing Choice Voucher ensures all program(s) meet HUD rules and regulations as well as INLIVIAN policies and procedures. Performs managerial, supervisory, and administrative tasks involved in planning, organizing, coordinating, and directing efforts to ensure program compliance, program utilization, waitlist management, housing quality standards, fiscal management, and special initiatives. Responsibilities
Plans, directs, manages, and monitors all facets of the Housing Choice Voucher program – Tenant Based Vouchers, Project-Based Vouchers (PBV), and Community Based Rental Assistance Programs, including program staff, to ensure compliance with HUD rules and regulations, the Agency’s Administrative Plan, and federal, state, and local regulations, laws, and ordinances in order to foster effective and efficient operations as well as innovation and flexibility in accordance with INLIVIAN’s Moving to Work (MTW) designation.
Plans, supervises, and monitors daily overall activities, documentation, and report submissions of the department’s programs. Makes effective policy, administrative, and management decisions on routine activities of program operation.
Reviews, interprets, and implements rules, regulations, and legislation pertaining to the HCVP and PBV programs and makes changes to Agency policies and procedures as appropriate to ensure program compliance.
Interacts with investors, financial institutions, federal, state, and local officials, and clients to create an environment of collaboration to support system-wide approaches to program planning and decision making.
Coordinates with the Client Services Division regarding Family Self-Sufficiency (FSS), Moving to Work (MTW), Destination Homeownership, Opportunity Housing, and other client services programs to assist and recommend participants in needed social service assistance.
Ensures the collection, review, correction, and electronic submission of Form HUD-50058 and ensures that the following reports are retrieved and monitored in PIC: Late annual re-exam, Late HQS Inspections, Rent Calculations, and Reporting Rate.
Supervises staff, providing ongoing assistance to support a positive and productive working environment. Approves and oversees the selection, employment, training, direction, supervision, utilization, discipline, and termination of department employees and makes recommendations for other personnel-related activities. Sets standards, frameworks, performance indicators and protocols, identifying necessary responses to overcome performance issues and takes appropriate action where required.
Attends professional meetings, seminars, and conferences to keep abreast of new trends, activities, and concepts in the HCVP. Supports, assists, and works with other Agencies and affiliated organizations in mutually beneficial joint efforts.
Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.
Education and Experience
Bachelor’s degree from an accredited college or university with a concentration in Business, Public Administration, or a closely related field and seven (7) years of increasingly responsible experience in administering a Housing Choice Voucher Program, property management, and/or low-income or affordable housing, including three (3) years of supervisory experience, or an equivalent combination of education and experience sufficient to fulfill essential position functions.

Thorough knowledge of the principles, techniques and practices of subsidized housing management including organization, management, maintenance, and operation of subsidized units and Housing Choice Voucher Program; federal, state, and local housing regulations and operating requirements; and the ability to apply that knowledge to perform the essential functions of the position.

Supervision Controls
The Executive Vice President of Housing Choice Voucher department receives occasional broad instructions from the COO. The employee initiates and follows through on activities without supervisory direction. Deadlines, priorities, and objectives are developed independently or in consultation with the COO.
The employee provides guidance to subordinates in the Housing Choice Voucher Department, setting priorities and deadlines. Such guidance is usually broad and nonspecific unless an unusual situation or problem arises. The employee monitors the work of subordinates for accuracy, completeness, conformance to policy, and achievement of goals or objectives.
Guidelines
Guidelines followed by the Executive Vice President of Housing Choice Voucher program include published laws, regulations, handbooks, notices, contracts, agreements, and policy directives from the CEO and Board of Commissioners. Upon personal initiative, the Executive Vice President of Housing Choice Voucher program obtains informal guidance and assistance from other professional organizations, and housing-related groups.
The Executive Vice President of Housing Choice Voucher program performs duties by applying the basic principles of housing authority management and uses independent judgment in many decision-making situations. Routine decisions pertaining to the operation of the Company, handling of funds, and personnel matters are provided with specific guidelines in the form of internal operating policies and procedures and federal, state, and local laws and regulations. .

Contact serves multiple purposes including: giving or gaining information, planning, coordinating, and advising, motivating, influencing, directing persons or groups, and justifying, defending, negotiating, and resolving matters and issues concerning leased housing and homeownership.
Physical Requirements
Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files, records, and eye strain from working with computers and other office equipment. Other physical exertion at the warehouse floor may involve lifting of moderately heavy objects.
Must be able to establish and maintain effective working relationships co-workers, residents, contractors, and other persons outside the Agency.

Work indoors involves the normal risks or discomfort associated with a home/office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated.
