Job Purpose/Summary
The Business Development Manager is responsible for driving business growth within the federal market by conducting industry and market research, identifying and pursuing government contract opportunities, and developing strategic capture and proposal strategies. This role involves managing the full capture process from opportunity identification through contract award, ensuring compliance with acquisition regulations, and maintaining accurate CRM data. The individual will collaborate with internal teams and external stakeholders, attend industry events, and build long-term relationships with federal agencies and key decision-makers to support the company’s strategic direction and market expansion.
Duties and responsibilities
Responsibilities Include:
- Conduct industry research and analysis to yield strategic insights and strategic business alternatives.
- Conduct market analysis and competitive intelligence for specific customers and opportunities.
- Identify (research, network, cold call, etc.) and assess potential government contract opportunities for growth and expansion.
- Provide input while implementing the strategic direction set by executive management.
- Develop and support company market strategies.
- Attend marketing briefings, client and partner meetings, and conferences.
- Build and foster long-term, trust-based relationships with federal agency clients, key decision-makers, and industry stakeholders.
- Keep up on industry developments, regulatory changes, etc., that impact the company’s federal business and the company as a whole.
- Ensure that accurate, current data is entered and managed in the customer relationship management/pipeline management system.
- Prepare and/or review teaming agreements.
- Develop and execute winning capture strategies supported by documented capture management activities.
- Manage the capture process from opportunity identification to contract award.
- Lead teams in the development of proposals.
- Work closely with various internal and external stakeholders.
- Ensure compliance with government acquisition regulations.
Qualifications
Education
- Bachelor’s degree required; advanced degree (MBA or related) preferred.
Experience/Training
- 7+ years of progressive experience in federal business development and capture management.
- Proven track record of winning large, competitive federal contracts.
- Experience engaging with senior government officials and industry executives.
Professional Certification/License
Skills and Abilities

- Deep understanding of federal acquisition processes, contract vehicles, and compliance requirements.

Working Conditions
Work is performed predominately remote, but some travel may be required. There may be some travel with overnight stays. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Salary Range: $116,688.00 - $145,860.00 based on experience and location
