The appointment will be made by the Court en Banc and will be for a four-year term, beginning January 1, 2027. Pursuant to Section 4.304.1 of the Saint Charles County Charter, the Circuit Clerk must be a registered voter in Saint Charles County who shall have resided in Saint Charles County for a period of not less than two (2) years immediately prior to appointment.
JOB DESCRIPTION: The purpose of the position is to plan, organize, implement and direct the operations and personnel of the Circuit Clerk’s office in accordance with the Missouri Revised Statutes to ensure the orderly processing of judicial business coming before the court. The work is performed under the general direction of the Presiding Judge.
- Manages and directs personnel to ensure that the administrative and operational functions of the court are handled in accordance with judicial orders, applicable statutes, Supreme Court Operating Rules, and Office of State Courts Administrator policies and procedures.
- Administrative responsibilities include policy implementation and monitoring, long-range planning, budgeting, financial management, court automation, human resource management, property procurement and management, public relations, and responding to Sunshine Law requests.
- Statutory responsibility for ensuring complete and accurate records of the court. Oversees receiving, processing, and maintaining the judgments, rules, orders, and all other proceedings of the court.
- Responsibility for the court’s adherence to all applicable uniform case reporting standards.
- Statutory responsibility for overseeing the issuing process for the court, such as summons, subpoenas, executions, garnishments, sequestrations, judgments, orders, and commitments.
- Statutory responsibility for overseeing the selection and summoning of jurors.
- Statutory responsibility for the finances of the court. Oversees and directs the collection and disbursing of all child support payments, fines, fees, costs, and other monies paid into the court.
- Statutory responsibility for preserving the court seal and other property of the office, including implementation of, and management of, the court’s file storage system.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS:
- Education
- Bachelor's degree
- Business Administration or related field.
- Certifications
- National Center for State Courts Certified Court Manager or equivalent certification strongly preferred.
- Job Experience
- Five years of administrative experience in a legal or court environment with progressively increasing responsibilities.
- Knowledge, skills, and abilities
- Thorough knowledge of court procedures, Missouri statutes and court rules pertaining to operation of the courts and court administration, including principles of organization, accounting and budget preparation.
- Must possess outstanding leadership, business, and communication (both oral and written) skills.
