Representative Duties/Assignments
Planner I
Entry-level ability to understand, interpret and implement land use policy and/or development code performance standards. Studies and learn new planning trends and legislation related to the section's work program.
Reviews Future Land Use Map (FLUM) amendments for consistency with the Orange County Comprehensive Plan, but also certain types of rezoning applications for compliance with Orange County Code.
Prepares staff reports with findings, and presents reports / findings to the Technical Review Group (TRG), Development Review Committee (DRC), and Planning & Zoning Commission (PZC). Also ensures that such research and reports are conducted and completed according to established standards in the section.
Conducts research, prepares reports, and effectively facilitates community meetings for various types of land use and zoning applications.
Prepares documentation or supporting materials for public meetings, including maps, diagrams, handouts, agendas, and PowerPoint presentations.
Assists other team members with assignments related to major work elements of the section.
Proposes strategies and recommendations supporting the implementation of a project's goals and objectives.
Coordinates with internal and external agencies. Attends public meetings with special interest groups, homeowner associations, developers, and the general public to reconcile differences related to proposed development.
Provides superior customer service to members of the public, officials, and the development community regarding regulations, policies, land development potential, administrative procedures and other planning-related matters.
Planner II / Planner III
Ability to understand, interpret and implement land use policy and/or development code performance standards. Studies and learns new planning trends and legislation related to the section's work program.
Reviews Future Land Use Map (FLUM) amendments for consistency with the Orange County Comprehensive Plan, but also certain types of rezoning applications for compliance with Orange County Code. A Planner III serves as a team leader and is assigned more complex amendments and rezoning applications.
Prepares staff reports with findings, and presents reports / findings to the Technical Review Group (TRG), Development Review Committee (DRC), and Planning & Zoning Commission (PZC). Also ensures that such research and reports are conducted and completed according to established standards in the section.
Independently manages projects, including project progress, with limited supervision.
Conducts research, prepares reports, and effectively facilitates community meetings for various types of land use and zoning applications.
Prepares documentation or supporting materials for public meetings, including maps, diagrams, handouts, agendas, and PowerPoint presentations.
A Planner IIII provides direct support and assistance to the Section Chief Planner by tracking the status of the section¿s work program, including project timelines, phasing, scheduling, milestones, tasks, and deliverables.
Helps mentor other planners with the daily functions of the section and the overall organizational culture of the division.
Manages scopes, schedules and deliverables, while coordinating with other team members, external collaborators, or partnering agencies.
Completes or assists others with assignments related to major work elements of the section.

Minimum Qualifications
Planner I
Bachelor¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.
Planner II
Bachelor¿s degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and two (2) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.
Planner III
Masters degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and four (4) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.
Preferences
Planner I
Experience with Windows-based computers, Microsoft Office Suite, Geographic Information Systems (GIS) and Large Format Plotters.
Planner II
American Institute of Certified Planners (AICP) certification is desired, along with expertise with Windows-based computers, Microsoft Office Suite, Geographic Information Systems (GIS) and Large Format Plotters.
Planner III
American Institute of Certified Planners (AICP) certification or other professional certification or training indicating ongoing professional development activities in the area of urban planning is desired, along with expertise with Windows-based computers, Microsoft Office Suite, Geographic Information Systems (GIS) and Large Format Plotters.
