Position Summary
Costex Tractor Parts (CTP), a global supplier of replacement parts for Caterpillar®, Komatsu®, and other heavy equipment brands, is seeking an experienced and licensed Customs Broker to join our team. This position will serve as the company’s in-house subject matter expert for U.S. Customs compliance, import operations, and international trade regulations.
The Licensed Customs Broker will be responsible for ensuring full compliance with U.S. Customs and Border Protection (CBP) regulations, managing customs clearance activities, overseeing import compliance programs, and supporting the company’s Foreign Trade Zone (FTZ) operations. This role will partner closely with Purchasing, Logistics, Supply Chain, Finance, and Executive Leadership to minimize compliance risk, control duty exposure, improve operational efficiency, and prevent shipment delays.
Essential Duties & ResponsibilitiesCustoms Compliance & Brokerage
- Prepare, review, and submit customs entries, entry summaries, ISF filings, post-summary corrections, protests, and other required customs documentation accurately and timely.
- Ensure compliance with all U.S. Customs and Border Protection (CBP) regulations and applicable Partner Government Agency (PGA) requirements.
- Classify imported products using the Harmonized Tariff Schedule of the United States (HTSUS).
- Determine proper valuation, country of origin, admissibility requirements, and applicable duty rates.
- Identify and utilize available trade programs, duty savings opportunities, and duty recovery initiatives, including duty drawback and applicable refund programs.
- Monitor regulatory changes and ensure company policies and procedures remain compliant with evolving trade regulations.
Trade Compliance Management
- Serve as the primary point of contact for CBP, customs officials, freight forwarders, customs brokers, carriers, and government agencies.
- Manage and respond to CBP inquiries, Requests for Information (CF-28), Notices of Action (CF-29), audits, focused assessments, and compliance reviews.
- Develop, maintain, and continuously improve internal trade compliance procedures and controls.
- Conduct periodic internal audits to ensure compliance with customs regulations and company policies.
- Maintain all import records in accordance with CBP recordkeeping requirements and company standards.
FTZ & International Trade Support
- Support and oversee Foreign Trade Zone (FTZ) operations and compliance activities.
- Assist with export compliance programs, including AES filings, ECCN classifications, restricted party screening, and export documentation requirements.
- Collaborate with logistics and supply chain teams to optimize import/export processes and reduce customs-related delays.
- Evaluate opportunities to improve duty savings, inventory movement, and overall supply chain efficiency.
Training & Cross-Functional Collaboration
- Provide guidance and training to Purchasing, Logistics, Supply Chain, Finance, Sales, and Warehouse teams regarding import compliance requirements and best practices.
- Advise leadership on trade compliance risks, regulatory changes, and strategic initiatives affecting global operations.
- Support special projects related to customs compliance, supply chain optimization, and international trade operations.
QualificationsRequired
- Active U.S. Customs Broker License issued by U.S. Customs and Border Protection (CBP).
- Minimum of 5 years of experience in customs brokerage, international trade compliance, import/export operations, or a related field.
- Strong knowledge of:
- CBP regulations and procedures
- Harmonized Tariff Schedule (HTSUS)
- Customs valuation and country of origin requirements
- ACE (Automated Commercial Environment)
- Import entry processes and customs documentation
- Trade compliance programs and recordkeeping requirements
- Experience managing customs audits, compliance reviews, and government agency inquiries.
- Excellent analytical, problem-solving, and organizational skills.
- Strong written and verbal communication skills.
- Proficiency in Microsoft Office Suite, particularly Excel.
Preferred
- Experience with Foreign Trade Zone (FTZ) operations and compliance.
- Knowledge of export compliance regulations, AES filings, and ECCN classifications.
- Experience within manufacturing, distribution, logistics, or international supply chain environments.
- Bilingual (English/Spanish) preferred.
