The Building Codes Inspector is responsible for technical work in the enforcement of Building and Zoning Codes and City Ordinances. Duties also include other support services under the general supervision of the Mayor/City Manager. Instructions to the employee are general and the employee must consider different courses of action and sometimes deviate from standard operating procedures. Independent judgment is required to complete some tasks.
QUALIFICATIONS, EDUCATION AND EXPERIENCE:
· Graduation from a standard high school, or equivalent, and 5 years of experience in building construction or inspection.
· Current certification in required disciplines by International Code Council (ICC) and State of Tennessee for residential inspection.
· Must possess a valid Tennessee Driver’s License.
PREFERRED QUALIFICATIONS, EDUCATION AND EXPERIENCE
· Current certification in required disciplines by International Code Council (ICC) and State of Tennessee for residential and commercial inspection.
· TN Erosion Prevention & Sediment Control Level 1 Certification
· BSBA in civil engineering
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
· Knowledge of the Federal Flood Plain Regulations.
· Knowledge of State, City, and County building codes governing the construction and maintenance of buildings.
· Knowledge of basic plumbing and electrical functions.
· Knowledge of Standard Building Codes.
- Knowledge of current stormwater regulations as prescribed in the Municipal Code, Ordinances, state statutes, and the rules and regulations pursuant thereto.
- Knowledge of the legal aspects and procedures involved in the enforcement of code violations related to the MS4 permit.
· Knowledge of the geographic area of the city.
· Ability to read and interpret construction plans and blueprints.
· Ability to ascertain facts by personal contact, observation, and the examination of records.
· Ability to explain and interpret pertinent provisions of laws, ordinances, and regulations.
· Ability to enforce rules and regulations firmly, tactfully, and impartially.
· Ability to keep records and make operational reports.
· Ability to make math calculations.
Primary Areas of Responsibility/Goals:
1. Responsible for collecting and accounting for permits.
2. Responsible for flood plain management.
3. Responsible for meeting with the Planning Commission and the Zoning & Appeals Board and keeping minutes and records of such meetings.
4. Responsible for inspecting building construction sites for conforming to approved plans and compliance with applicable codes and ordinances.
5. Responsible for interpreting, explaining, and enforcing codes and ordinances. Reviews construction plans to determine if plans are in compliance with permits and codes.
6. Review plans and specifications for MS4 permit compliance and recommend necessary changes.
7. Oversees and supports the Stormwater Manager.
8. Establishes and maintains an effective working relationship with contractors, public, and other employees.
9. Ability to evaluate and make independent decisions.
10. Ability, physically and mentally to climb to different heights and function in close quarters for inspections.
11. Responsible for issuing building permits and in the preparation of proposed code changes.
12. Responsible for consulting with builders, contractors, engineers, and architects regarding building codes and State guidelines.
13. Provides monthly reports regarding permits and fees.
14. Delivers correspondence to the Board of Mayor and Alderman.
15. Serves as the enforcement agent for TOSHA and OSHA regulations.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
The Building Codes Inspector Director work is performed generally outdoors and some tasks may be performed regardless of weather conditions when necessary. The employee will be exposed to dirt, dust, and loud noises. Tasks may entail muscular strain, including walking, standing, stooping, sitting for prolong periods of time, reaching and lifting. Must have the ability to distinguish between shades of color. Work requires use of protective devices, such as hard hats. Talking, hearing, and seeing are essential to performing job requirements. Common eye, hand and finger dexterity are required for most essential functions.
