Position Summary
The Manager, Data and Analytics is responsible for PATNC’s data strategy, management, and analytics; serves as data management and data analytics subject matter expert and helps departments to manage their data and support their analytics needs; and champions data-driven decision making throughout the organization.
Essential Functions

Develops and implements data analytics strategies to support business objectives and lead data-focused initiatives

Leads the data governance program to uphold data integrity, accuracy, and access controls across PATNC’s systems, while ensuring compliance with organizational standards for data protection, privacy, and security.

Assesses data technologies performance, resiliency, availability, reliability, and durability making improvement recommendations for hardware (virtual), software, and storage

Leads the management of and selection of data analytics tools and data warehouse components, including database management systems, ETL/ELT software, data mining tools, and meta data management tools.

Works with department staff to develop data visualizations, dashboards, and reports to answer their business questions.

Develops requirements and supports data integration between all data systems

Assesses the impact of changing business requirements on the overall enterprise architecture

Develops and maintains technical documentation, including data flow diagrams, data management procedures, and report/query specifications ensuring all documents are complete, current, and stored appropriately.

Coordinates training for data literacy and other topics to improve staff’s ability to use data effectively
Fiscal Responsibility and other duties as assigned

Keeps abreast of developments and trends in data management and data analytics and proposes improvements and advancements for the organization's information systems

Troubleshoots data-related issues, coordinating with vendors and consultants as needed

Participates in industry and other professional networks to ensure awareness of industry standards, trends, and best practices to strengthen organizational and technical knowledge

Provides input to the development and management of the IT budget
Education and Experience
Bachelor’s degree in business (typically) but additional direct experience would be acceptable.

With a bachelor’s degree, 7 years of experience supporting data management and/or database administration in a business environment
- Without a bachelor’s degree, at least 10 years’ experience managing information technology projects (required)
