In this role you will be operating in a professional office and Sensitive Compartmented Information Facility (SCIF) environment, you will manage high-level administrative property book logistics. You will maintain 100% property accountability using Army database systems, lead critical statutory reporting workflows, and coordinate end-to-end equipment life cycles—from initial issue to lateral transfers and tactical divestiture. Key Responsibilities
1. Tactical Property Book & Database Management
- System Operations: Execute daily transactions in the Global Combat Support System-Army (GCSS-Army) to manage, track, and relocate unit IT equipment packages, storage locations (SLOCs), and office-based assets.
- Hand Receipts: Standardize division-level hand receipts and sub-hand receipts, matching physical inventory data to ensure Accountable Property System of Record (APSR) and audit compliance.
- Tracking Systems: Utilize Microsoft Teams Property Channel trackers and other digital tools to monitor real-time tracking of high-value equipment, including communications devices, monitors, and secure IT assets.
- Audit Readiness: Drive 100% property accountability during office site visits, lateral transfers, and joint physical inventories across various directorates.
2. Compliance, Tasking, & "50/50" Reporting
- Depot Maintenance Reporting: Consolidate, streamline, and submit the Depot Maintenance Workload Distribution (DMWD) 50/50 Reporting Tool and early projections to the Integrated Logistics Support Center (ILSC) and CECOM Business & Audit Office.
- Statutory Compliance: Ensure strict reporting alignment with statutory requirements, including Title 10 U.S.C. § 2466 (the "50/50 Rule"), validating that no more than 50% of maintenance funds are spent on contractor logistics.
- Tasker Management: Prepare, track, and publish logistics taskers in the Enterprise Task Management Software Solution (ETMS2) to coordinate PM submissions ahead of firm HQ suspense dates.
3. Equipment Turn-In & Divestiture (IT Asset Lifecycle)
- Excess Disposition: Process and execute end-to-end divestiture and turn-in of obsolete, unserviceable, or excess office IT equipment and peripherals to the designated APG Collection Point.
- Form Preparation: Author and process official turn-in documents, including DA Form 2765-1 and DLA Form 2500, ensuring all components are accounted for.
- Decision Support Tool: Navigate and input disposition instructions within the Decision Support Tool (DST) platform.
- Secure Storage Control: Maintain physical accountability for sensitive devices (such as secure cell phones/iPhones) in the PSM storage cabinets and SCIF spaces prior to final disposition.
4. GSA Fleet & Travel Coordination
- Dispatch Management: Manage unit dispatch operations for a fleet of Government-Owned/Leased Vehicles (GOVs/GSA vehicles) using GSAFleet.gov.
- Fleet Compliance: Keep vehicle records current, verifying mileage, submitting monthly reports, conducting safety checks, and coordinating immediate, proactive servicing for manufacturer recalls with local dealership networks.
- Travel Integration: Coordinate, deconflict, and document reservations for personnel traveling on Temporary Duty (TDY) or active missions, ensuring proper authorization memos are completed and aligned with the Defense Travel System (DTS).
5. Collaboration, Training, & Meetings
- Cross-Functional Synchs: Represent logistics operations in key working groups and synch sessions.
- Stakeholder Training: Develop and deliver informal training and administrative adjustments guidance to Project Managers (PMs) on property book policies, lateral transfers, and turn-ins.
Qualifications & Skills
Required Education & Experience:
- Education: High School Diploma or GED (Required).
- Experience: A minimum of 2 years of directly relevant experience in military logistics, unit supply operations, administrative property management, or contract logistics support.
- Clearance: Active Department of Defense (DoD) Secret Security Clearance.
Technical Requirements & Systems Proficiency:
- GCSS-Army: Hands-on, practical experience performing transactions, hand-receipt updates, and property management in GCSS-Army is highly desired.
- Military Systems: Familiarity with ETMS2, DST (Decision Support Tool), GSAFleet.gov, and Army Table of Distribution and Allowances tracking systems (e.g., FMSWeb, Vantage).
- Property Forms: In-depth knowledge of standard military supply documentation (DA Form 2765-1, DLA Form 2500, hand-receipts).
- Desktop Tools: Strong proficiency in Microsoft Excel (for tracking data consolidation) and Microsoft Teams.
Professional Attributes:
- Rigorous attention to detail and a commitment to strict compliance standards.
- Strong interpersonal skills, with the ability to train PMs and coordinate with local dealer networks, dealerships, and Army commands (LRC, IPBO, ATEC).
- Ability to balance multiple concurrent deadlines (e.g., tasker deadlines and vehicle maintenance schedules).
The projected compensation range for this position is $70,000.00-$80,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location, education and certifications as well as Federal Government Contract Labor categories.
