DEFINITION
Under general supervision, performs advanced level mechanical, electrical, and hydraulic diagnostics, maintenance, and repair on a mixed fleet that includes heavy/medium-duty trucks, light vehicles, trailers, outboard motors, small craft, and specialized aquatic plant harvesting equipment (harvesters, conveyors, barges, shore conveyors, and support equipment). Provides day-to-day work direction and oversight to mechanics and seasonal Harvester Operators and Truck Drivers. Ensures safe, compliant, and efficient operations that support lake management and aquatic plant management programs. Serves as the lead worker and technical expert for shop and field repairs; assigns work orders, sets priorities, and checks completed work for quality and compliance. Coordinates preventive maintenance and scheduling to maintain equipment and vehicles in safe and serviceable condition during harvest season. Operates with substantial independence and exercises technical judgment on complex diagnostics. Ensures adherence to workplace safety regulations, and environmental requirements applicable to fleet and marine/aquatic equipment operations.
EXAMPLES OF DUTIES
Provide lead work and coordination. Plan, direct and monitor work orders. Provide on-the-job training and technical guidance to mechanics and seasonal staff. Develop preventive maintenance schedules for trucks, outboards, and aquatic harvesters aligned to seasonal operations. Coordinate outside vendor services (machine shop, specialized electronics or hydraulics, prop/gearbox rebuilds). Perform advanced diagnostics on diesel/gas engines, outboards (2-stroke/4-stroke), fuel systems, electrical/electronic controls, hydraulic systems, drivetrains, steering and braking systems, and marine gearcases/jet pumps. Rebuild/replace components (pumps, cylinders, hydraulic motors/valves, gearboxes, differentials, starters/alternators, steering actuators). Maintain, align, and repair cutting heads, conveyors, paddle wheels, and propulsion systems on aquatic plant harvesters; service winches, power take-offs, and marine hydraulics. Perform welding/fabrication (MIG/TIG/Stick) and light machining for brackets, guards, and structural repairs suitable for wet environments. Conduct field service using service trucks and boats. Perform on-water diagnostics and repairs as needed. Commission/decommission harvesters and support craft each season; perform spring launch and fall lay-up, including winterization and annual maintenance. Ensures a safe shop and field environment by implementing, monitoring, and enforcing County safety policies and applicable OSHA and industry standards. Leads hazard identification, risk controls, and continuous improvement for truck, vehicle, outboard, and aquatic harvester maintenance and operations. Manage shop hazardous materials (oils, fuels, solvents, batteries); ensure proper storage, labeling, spill response, and recycling in accordance with Spill Prevention Control Containment practices and local requirements. Maintain aquatic invasive species (AIS) prevention practices for equipment entering/leaving water bodies (clean, drain, dry; decontamination). Plan, conduct and document safety talks; ensure PPE use and machine guarding. Coordinate and tracks the use of fleet equipment and maintenance schedules, maintain equipment histories; maintains inventory of tools and equipment. Maintain technical libraries, service bulletins, and parts catalogs for trucks, outboards, and harvesters. Assist with fleet replacement specs; recommend standardization of components. Procurement of supplies and equipment; specify and order parts, lubricants, and consumables; maintain supplies stock levels for seasonal continuity. Source specialized marine and hydraulic components. Manage vendor relationships and warranty claims. SUPPLEMENTAL INFORMATION Knowledge of lead worker and supervisory techniques and leadership qualities and the ability to follow through on responsibilities. Knowledge of the principles and practices related to facility and project fabrication. Extensive knowledge of diesel/gas engine diagnostics; marine ignition/fuel systems; hydraulic theory (open/closed center), filtration, and contamination control.Skill in diagnosing and repairing outboard motors (EFI, DFI, carbureted) and marine gearcases; troubleshooting cavitation/overheating.Proficiency with welding/fabrication, machining tolerances, and corrosion-resistant materials for marine use (stainless, aluminum).Ability to read/interpret OEM service manuals, wiring/hydraulic schematics, and parts diagrams; use scan tools and diagnostic software for on-highway and marine engines. Ability to read technical plans and develop specifications for supplies and equipment purchases. Understanding of WI DOT vehicle inspection requirements; trailer brake/controller systems; FMCSA out-of-service conditions.Knowledge of County safety policies; OSHA general industry standards (e.g., LOTO, hazard communication, PPE, machine guarding); hot-work and welding safety; electrical safe work practices; and applicable marine/aquatic safety practices.Knowledge of PPE selection, fit, and use (eye/face, hearing, cut-resistant, respiratory, flotation/PFDs for on-water work). Familiarity with Aquatic Invasive Species awareness and prevention, on-water operations and safe navigation practices for a variety of water craft used on lakes and rivers, and mooring/rigging practices. Knowledge of lake management operations in the removal of invasive aquatic plants, maintaining navigational routes and the operation of lock and dam facilities. Ability to operate equipment of all types; tractors, bulldozers, loaders, large trucks and trailers, powered lift trucks, skid steers, boats and other related equipment.
