Incumbent serves as Regional Program Manager for JobWorks Inc., responsible for managing organization operations and personnel in assigned region.
DUTIES:
Oversees organization operations of assigned region. Administers personnel policies, procedures and related regulations, including interpreting and explaining policies to personnel, responding to inquiries, maintaining current knowledge of applicable employment regulations, and making recommendations for modifications to policies and procedures as appropriate.
Administers and monitors grants, including ensuring compliance with granting agency requirements, tracking grant appropriations, verifying use of funds in accordance with prescribed laws and grant agreements.
Provides information and instruction to Fiscal Department regarding granting agency requirements for administration of funded programs, including recordkeeping, reporting, and financial accounting requirements.
Supervises assigned staff, including planning and delegating work assignments, establishing specific work goals and timetables, evaluating performance, providing feedback, motivating staff to improve performance, providing direction and advice, and recommending personnel actions. Periodically, analyzes workload, interviews candidates for job openings, provides training, reviews salaries, maintains discipline, and recommends corrective action.
Assist in developing, planning and implementing staff development training programs, seminars and workshops, comprehensive job training strategies and programs for integrating advertising, development, financing, marketing and other program elements.
Develops and maintains positive working relationships with governmental agencies and Regional Workforce Board members, other contractors, and other community organizations.
Attends conferences, seminars, workshops, and meetings pertinent to the effective and efficient administration of the organization, including maintaining continual liaison with appropriate local, state and federal agencies.
Promotes organization operations by preparing and delivering speeches and public presentations to civic and public groups, acting as public spokesman for the organization, as needed.
Conducts new hire training and exit interviews.
Follow communication protocols for assigned staff.
Ensures the assigned WorkOne office meets all customer service standards.
Ensures the assigned WorkOne office expends training funds for all programs.
Drives motor vehicle to various work sites, agencies, businesses, workshops, and seminar locations.
Performs related duties as assigned.
I. JOB REQUIREMENTS
Associate Degree in Education, Marketing, Business, or related field and/or equivalent combination of training and experience. Baccalaureate Degree preferred. Prior sales, marketing and/or recruitment experience also preferred.
Must be at least 21 years of age and ability to meet all hiring requirements, including passage of a drug test and background check.
Thorough understanding of the theories, principles, and practices of both public and private sector management, and ability to devise, direct, administer, and evaluate a wide variety of job training programs and strategies.
Thorough knowledge of and ability to administer state and federal grant programs, including following standardized accounting procedures and compliance regulations.
Thorough knowledge of and ability to make practical application of local government accounting principles and practices, and ability to make simple arithmetic calculations, maintain accurate, concise financial records, and prepare detailed reports.
Working knowledge of budget administration and ability to assist in preparing and administering organization budget.
Working knowledge of standard English grammar, spelling and punctuation, and the ability to complete detailed reports and grant applications within departmental deadlines.
Ability to meet all JobWorks Inc. hiring and retention requirements, including passage of a drug test.
Ability to properly operate standard office equipment, including computer, calculator and telephone.
Ability to direct and supervise assigned staff, plan and delegate work assignments, establish specific work goals and timetables, evaluate performance, provide feedback, motivate staff to improve performance, provide direction and advice, and recommend personnel actions. Ability to interview candidates for job openings, provide training, review salaries, maintain discipline, and recommend corrective action.
Ability to effectively communicate orally and in writing with co-workers, Workforce Board Directors, state and federal officials, elected officials, grant evaluators, service providers, civic and other group leaders, and members of the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

II. DIFFICULTY OF WORK
Incumbent performs a wide variety of duties which are broad in scope and require consideration of complex variables in implementing major objectives and developing programs and policies. Guidelines are often only partially relevant or ambiguous in their interpretation, calling for independent judgment in adapting procedures to maximize effectiveness of operations and impact of programs.
III. RESPONSIBILITY
Incumbent performs highly complicated/non-standard duties, spending the majority of his/her time with policy implementation, short-term and long-range planning, and providing service. Incumbent’s decisions can be overruled by the President/General Manager.
IV. PERSONAL WORK RELATIONSHIPS
Incumbent maintains frequent contact with co-workers, Workforce Board Directors, state and federal officials, elected officials, grant evaluators, service providers, civic and other group leaders, and the public for a variety of reasons, including direction of operations and personnel, coordination and evaluation of programs and activities, administering grants, providing training/instruction, and maintaining and enhancing the image of JobWorks Inc. in the region.
Reports directly to the JobWorks CEO.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT
Incumbent performs majority of duties in a modern office environment with no unusual physical demands. Incumbent occasionally works evenings and weekends and frequently travels out of town for meetings/conferences, sometimes overnight.
