The Department of Vermont Health Access (DVHA) is seeking a Program Improvement Manager to ensure excellent performance of the Medicaid Management Information System (MMIS).

The Program Improvement Manager has the following responsibilities:
- Ensuring the excellent performance of the MMIS claims processing and fiscal agent contractor serving Vermont's Medicaid members and providers.
- Oversees vendor compliance with contractual requirements, expectations, and service levels, and ensures incidents are effectively managed and appropriate corrective actions are implemented.
- Establish, maintain, and enhance a framework for program operations supporting the state's ongoing partnership with the MMIS contractor.
- Proactively assess business processes, structures, and tools to identify gaps, and will lead the development and implementation of improvement plans to continually strengthen program operations.
- Successful partnerships with a variety of state and contractor staff to identify improvement opportunities.
- Provide outreach and communication to state stakeholders on business operations and ensure access to information and training for using the MMIS.
- Primary escalation point for state and MMIS vendor change management and operational issues.
- Facilitator between vendor and state subject matter experts to ensure alignment in roles/responsibilities, processes and support advanced problem solving.
