E-Logic Inc. is seeking an experienced Environmental Specialist to provide senior-level professional advisory services supporting a broad range of environmental issues, including regulatory and permitting requirements, waste disposal and recycling, project reviews, and greening/sustainability initiatives for the DOS EHS Services contract. This role is responsible for managing all aspects of the Department's fuel management program, SPCC programs, and environmental compliance activities. The ideal candidate has proven experience managing Federal Agency environmental programs, including fuels management, permitting, and waste minimization. This position is contingent upon contract award.
Key Responsibilities:
- Manage all aspects of the Department's fuel management program, including the Federal Certified Underground Storage Tank Operator Program, permitting requirements, and AST/UST upgrades.
- Prepare, update, and amend Spill Prevention, Control, and Countermeasure (SPCC) programs and provide annual SPCC training.
- Prepare and review air and water permits, licenses, applications, and records to ensure compliance with federal and state environmental requirements.
- Monitor FSP's solid waste, recycling, and hazardous waste disposal programs, including tracking metrics, providing awareness training, identifying qualified vendors, and manifesting waste.
- Lead various FSP greening/sustainability issues, such as bike programs, educational outreach, and waste and wealth newsletters.
- Provide EHS guidance to the Vehicle Fleet Management council.
- Review construction and demolition plans for potential environmental issues and monitor contractor performance.
- Conduct environmental compliance facility audits; identify findings of noncompliance and develop corrective action recommendations and associated cost estimates.
- Research and interpret federal and state EHS regulations and guidelines.
- Prepare technical reports, letters, and memoranda; provide on-call support for after-hours emergencies.
Required Qualifications:
- Minimum of 8 years of experience managing Federal Agency environmental programs, including fuels management, permitting, and waste minimization.
- Proven contract oversight experience.
- Must be able to apply facilities-related environmental compliance policies, practices, and principles.
- In-depth knowledge of federal and state environmental regulations (e.g., RCRA, CWA, CAA, SPCC, UST).
- Strong understanding of environmental permitting and compliance processes.
- Excellent written and verbal communication skills.
- Strong project management and organizational skills.
- Must be a U.S. citizen; ability to obtain a Moderate Risk Public Trust (MRPT) clearance.
- Location: Washington, D.C. (on-site at Harry S Truman Building, 2201 C Street NW). Travel to other domestic DOS facilities may be required.
