Job Description
JRH is seeking an experienced Program Manager to lead a portfolio of application, website, database, infrastructure, accessibility, security, and modernization services for a federal health research customer. This role is accountable for program execution, customer coordination, staffing, quality, schedule, cost, risk, performance reporting, and contract compliance. The ideal candidate combines strong federal program leadership with hands-on knowledge of information technology delivery in a fast-paced environment.
Key Responsibilities:
· Lead the planning, coordination, execution, monitoring, and continuous improvement of federal application and website support services.
· Serve as the primary management interface with the Contracting Officer’s Representative, program leadership, technical stakeholders, and company management.
· Develop and maintain integrated schedules, work plans, budgets, staffing plans, risk registers, issue logs, performance metrics, and executive dashboards.
· Oversee multiple concurrent initiatives involving application development, website modernization, database services, cloud infrastructure, Section 508 accessibility, security, and emerging technologies.
· Track contract deliverables, milestones, dependencies, service levels, quality measures, and corrective actions to ensure timely and compliant performance.
· Manage program risks and issues; develop practical mitigation, recovery, and escalation strategies.
· Evaluate technical recommendations, project plans, estimates, deliverables, and proposed changes for cost, schedule, risk, feasibility, and mission impact.
· Prepare and deliver status reports, executive briefings, governance materials, financial reports, and performance reviews.
· Manage staffing, workload allocation, subcontractor coordination, succession planning, retention, and continuity of operations.
· Support federal contracting, invoicing, billing, cost control, funding tracking, and financial reconciliation activities.
· Lead transition-in, transition-out, project startup, closeout, and knowledge-transfer activities.
· Promote process automation, standardized project controls, quality management, and data-driven decision-making.
· Ensure compliance with federal policies, customer procedures, security requirements, accessibility standards, and records-management obligations.
· Coordinate cross-functional teams and respond effectively to urgent, high-priority, or fast-turnaround requests.
Required Qualifications:
· At least 10 years of management experience.
· At least four years of experience managing Federal Government projects of similar size and scope.
· Active Project Management Professional (PMP) certification issued by the Project Management Institute.
· Extensive experience managing information technology evaluations and technical delivery programs.
· Extensive experience developing and tracking project schedules, costs, risks, milestones, staffing, and deliverables in an information technology environment.
· Demonstrated understanding of Federal Government policies, procedures, contracting practices, and reporting expectations.
· Experience with Federal Government billing processes and project cost-control management.
· Demonstrated ability to lead multidisciplinary teams, manage competing priorities, and meet fast-turnaround deadlines.
· Excellent written, verbal, interpersonal, presentation, negotiation, and executive-communication skills.
Preferred Qualifications:
· Bachelor’s degree in information technology, computer science, business, engineering, project management, or a related field; equivalent relevant experience may be considered.
· Experience managing application development, website operations, cloud, database, accessibility, DevSecOps, or cybersecurity services for a federal health or research organization.
· Experience with portfolio governance, quality management, performance metrics, transition planning, and continuous process improvement.
Work Requirements
· Ability to satisfy federal background, suitability, identity-credentialing, and system-access requirements.
· Ability to work remotely within the United States and attend occasional onsite meetings in Bethesda, Maryland.
· Ability to protect sensitive government information and comply with applicable federal security, privacy, records-management, and acceptable-use requirements.
· Availability during regular business hours and, when needed, for scheduled releases, maintenance activities, or urgent production support.

Pay: $140,000.00 - $165,000.00 per year
