Job Summary
PSC Consultants, LLC seeks a Construction Inspector to support QA oversight activities on a major transportation and infrastructure program on Oʻahu. This position is well suited for experienced construction inspection, concrete testing, geotechnical, special inspection, or QA/QC personnel seeking to transition into large-scale heavy civil infrastructure oversight. Training will focus primarily on project-specific systems, procedures, documentation, and reporting workflows.
This position involves field and yard oversight activities related to reinforced concrete construction, precast segment fabrication, guideway and station construction coordination, QA documentation, and compliance monitoring within an active heavy civil transportation infrastructure environment. Work will include coordination with project teams, contractors, testing personnel, and QA representatives across multiple construction activities.
The selected candidate will support quality assurance oversight activities within a large transportation infrastructure program, including verification of construction compliance, inspection documentation, coordination of testing activities, and reporting within established project quality management procedures and agency requirements.
This is a long-term infrastructure assignment supporting one of Hawaiʻi’s major transportation construction programs, offering exposure to large-scale heavy civil construction, QA oversight operations, and multi-disciplinary project coordination
Key Responsibilities
- Monitor contractor construction and fabrication activities for conformance with approved drawings, specifications, project procedures, and QA/QC requirements.
- Observe and document concrete construction activities including batching, placement, curing, sampling, testing coordination, lifting operations, and related heavy civil construction activities.
- Assist with inspection and verification of reinforcing steel placement, embedments, dimensional tolerances, and related structural concrete construction activities.
- Perform and document pre-pour, placement, and post-placement inspection activities, including coordination of sampling, testing, and concrete strength verification procedures.
- Review construction documentation including material certifications, batch tickets, inspection records, testing reports, and related QA/QC documentation.
- Prepare daily inspection reports, photo documentation, field observations, and non-conformance documentation using project reporting systems and established procedures.
- Coordinate with contractor personnel, QA/QC staff, Resident Engineers, testing laboratories, and project teams regarding inspection findings and construction activities.
- Support QA oversight and coordination activities associated with guideway, station, precast, and related heavy civil construction operations.
Qualifications
Experience
- 3-5+ years of experience in construction inspection, concrete testing, geotechnical inspection, special inspection, QA/QC, heavy civil construction, or related infrastructure construction activities preferred. Experience with structural concrete, precast, transportation, bridge, rail, or public works construction is a plus.
- Familiarity with structural concrete construction activities, construction documentation, inspection procedures, and heavy civil QA/QC practices preferred. Experience with precast, post-tensioning, bridge, or transportation infrastructure construction is beneficial but not required.
- Experience with HDOT, FHWA, transit, rail, bridge, transportation, or other public infrastructure projects preferred.
- Familiarity with QA/QC documentation, inspection reporting, project procedures, and construction compliance documentation preferred. Experience working within formal quality management systems is a plus.
Certifications
- Relevant certifications such as ICC, ACI, NICET, WAQTC, nuclear gauge safety, special inspection, concrete, soils, or related construction inspection certifications are preferred. Equivalent field experience will also be considered.
- ACI, NICET, PCI, WAQTC, OSHA, or related construction inspection and safety certifications are beneficial. Candidates with strong field inspection or construction materials testing experience are encouraged to apply.
- OSHA 10/30, site safety, environmental awareness, or related construction safety training is a plus.
