Job Summary
We are seeking an experienced HR & Payroll Specialist to support payroll and HR operations for a growing behavioral health and substance abuse treatment organization. This role requires hands-on experience processing payroll for employees working in New Jersey and strong knowledge of NJ labor laws and payroll compliance.
This position will support HR operations, payroll processing, benefits administration, and employee relations while ensuring compliance with New Jersey and federal employment regulations.
Key Responsibilities
- Process and manage bi-weekly payroll for New Jersey employees, ensuring accuracy and compliance with NJ payroll tax requirements.
- Maintain compliance with New Jersey wage and hour laws, including overtime calculations, final pay requirements, and wage deductions.

- Complete full onboarding and off boarding of employees
- Complete and upkeep of Licensure Verifications
- Tracking of Competencies and Reviews
- Coordinate payroll changes including new hires, terminations, status changes, and benefit deductions.
- Partner with finance and HR leadership to ensure payroll records remain accurate, compliant, and audit-ready.
- Manage employee onboarding and HR documentation
- Support benefits administration and employee inquiries
- Maintain accurate HR and payroll records

Skills
- Proven experience managing payroll processes within New Jersey’s regulatory framework.
- Strong proficiency with payroll software such as Paylocity, ADP or Paychex.
- Knowledge of HRIS systems for data management and reporting purposes.
- Understanding of benefits administration, tax regulations, and governmental reporting requirements.
Requirements
- 3+ years HR and payroll experience
- Direct experience processing payroll in New Jersey
- Knowledge of NJ labor laws and payroll tax requirements
- Experience with HRIS/payroll systems - Paylocity knowledge strongly preferred.
- Strong organizational and communication skills
Preferred
- Healthcare or behavioral health industry experience
- HR certification (PHR, SHRM-CP)
Applicants must have direct experience processing payroll for employees located in New Jersey and familiarity with NJ labor laws.
Pay: $60,000.00 - $70,000.00 per year
