Full-Time | Site-Based Rotation: 3 Weeks On / 1 Week Off
We are seeking an experienced Project Health & Safety Manager to lead HSE execution on a large-scale overhead transmission construction project near North Platte and Stapleton, Nebraska.
This is the senior HSE role on-site and a highly field-driven position. You will lead the project HSE team and work directly with Project Management, superintendents, foremen, line crews, subcontractors and the client to integrate safety into construction planning and execution.
Direct field safety experience supporting transmission, distribution or substation construction is required. Candidates whose experience is primarily manufacturing, warehousing, facility EHS or administrative compliance will not be suited to this role.

Reporting to the Senior Project Manager, with a functional reporting relationship to the Director of Safety Operations, you will:
- Serve as the senior field HSE authority and lead implementation of the Project Health & Safety Management Plan.
- Maintain a strong daily field presence across multiple crews, contractors and active work fronts.
- Integrate HSE requirements into construction planning, sequencing, job briefings and daily execution.
- Work directly with field leadership to identify hazards, establish practical controls and address changing conditions.
- Review JSAs, pre-task plans, lift plans, permits and other high-risk work documentation.
- Verify that required training, equipment, competent persons, permits and protective systems are in place before work begins.
- Lead inspections, observations, audits and corrective-action follow-up.
- Exercise stop-work authority and hold employees, contractors and field leadership accountable to project expectations.
- Lead incident and near-miss investigations, root-cause analysis, reporting and corrective-action implementation.
- Track safety performance, trends and recurring exposures and communicate results to project leadership.
- Lead, mentor and coordinate site-based HSE personnel across crews and work fronts.
- Evaluate subcontractor safety performance and facilitate orientations, toolbox talks, safety meetings and field coaching.
The project includes activities such as:
- Right-of-way access and site development
- Excavation, trenching and ground disturbance
- Transmission foundations, drilled piers and direct embed
- Structure assembly and erection
- Crane operations, lifting, rigging and critical lifts
- Conductor pulling, tensioning, sagging and clipping
- Grounding and bonding
- Energized crossings and work near energized infrastructure
- Minimum approach distance requirements
- Work at heights and fall protection
- LOTO and hazardous-energy control
- Confined-space entry
- Heavy-equipment and vehicle operations
- Simultaneous operations involving multiple crews and contractors
- 7+ years of field-based construction HSE experience.
- 3+ years of direct HSE experience supporting transmission, distribution or substation construction.
- Previous experience as a Project Safety Manager, lead HSE professional or senior field safety authority.
- Experience supporting multiple crews, subcontractors and simultaneous work fronts.
- Experience working directly with linemen, foremen, general foremen, superintendents and Project Management.
- Strong knowledge of OSHA requirements applicable to electric power transmission and distribution construction.
- Experience with excavation, lifting and rigging, work at heights, grounding, energized infrastructure and heavy equipment.
- Strong incident-investigation, root-cause-analysis and corrective-action capability.
- Experience leading or mentoring site-based HSE personnel.
- Ability to influence construction decisions and exercise stop-work authority when required.
- Previous experience as a lineman, apprentice lineman, line foreman or utility construction supervisor.
- Large-scale overhead transmission project experience.
- Experience with transmission foundations, structure erection and conductor installation.
- Experience with energized crossings, grounding plans and existing electrical infrastructure.
- Experience working for a utility contractor, EPC contractor or utility owner.
- Post-secondary education in Occupational Health & Safety or a related discipline, or equivalent field experience.
- CUSP, CHST, CSP, GSP or similar designation.
- OSHA 500 or OSHA 510.
- NFPA 70E training.
- Experience with Procore, SiteDocs or comparable project and safety reporting platforms.
- Must be legally authorized to work in the United States.
- Valid driver's license with an acceptable driving record required.
- Pre-employment and project-specific drug and alcohol testing required.
- Background screening required.
- Must be able to work outdoors in changing weather and terrain conditions, travel throughout the project area and wear required PPE.
Rotation: 3 weeks on / 1 week off
Schedule: 6 days on / 1 day off
Typical workday: 10 hours
Regular day off: Sunday
Rotation and hours may adjust based on project requirements, weather, outages and critical construction activities.
