HCF is seeking a Senior Civil Engineer / Project Manager to help lead the next phase of our growth. This is an opportunity for an experienced Professional Engineer to take a leadership role in delivering challenging infrastructure, water resources, stormwater, and site development projects throughout Utah and the western United States.
The ideal candidate is a technically strong engineer who enjoys leading teams, building client relationships, mentoring staff, and helping grow a successful engineering practice. Experience leading design-build projects is highly desirable.

Key Responsibilities
Project Leadership
- Lead and manage civil engineering projects from planning through design, permitting, construction, and project closeout.
- Serve as Project Manager and Engineer of Record on a variety of municipal, infrastructure, site development, and water resources projects.
- Manage project scope, budgets, schedules, staffing, and client expectations.
Design-Build Leadership
- Lead multidisciplinary design-build project delivery efforts.
- Coordinate directly with contractors, owners, architects, surveyors, and regulatory agencies.
- Participate in design-build pursuits, proposal preparation, interviews, and project execution.
- Conduct constructability reviews and provide practical engineering solutions during design and construction.
Technical Leadership
- Provide senior-level technical expertise in civil engineering design and analysis.
- Oversee preparation and review of plans, specifications, technical reports, and engineering calculations.
- Ensure compliance with local, state, and federal regulations.
Client Development & Business Growth
- Develop and maintain strong relationships with municipalities, developers, contractors, and agency clients.
- Identify opportunities for new projects and repeat business.
- Support marketing, proposal development, and strategic growth initiatives.
- Participate in client meetings, presentations, and project interviews.
Team Development
- Mentor and develop junior engineers and technical staff.
- Foster a collaborative and high-performing team environment.
- Support recruiting, training, and professional development efforts.
Quality Assurance
- Maintain high standards for project quality, accuracy, and client service.
- Implement and uphold quality control procedures across project teams.
Qualifications
Required
- Bachelor's Degree in Civil Engineering from an accredited university.
- Active Professional Engineer (PE) license in Utah or ability to obtain Utah licensure through reciprocity.
- 10+ years of progressive civil engineering experience.
- Demonstrated project management experience.
- Experience leading multidisciplinary project teams.
- Strong written and verbal communication skills.
- Proficiency in Civil 3D and related engineering software.
- Experience managing project budgets and schedules.
Preferred
- Design-build or CM/GC project experience.
- Water resources, stormwater, drainage, or infrastructure design experience.
- Existing relationships with public agencies, municipalities, developers, or contractors.
- Additional state licensure or ability to obtain licensure in surrounding western states.
- Business development and client management experience.
