Senior Federal Construction Program Manager – Birmingham, AL
Overview
Seeking an experienced Senior Federal Construction Program Manager to lead the successful delivery of small‑ and large‑scale construction projects from bid through closeout. This role is responsible for ensuring on‑time, on‑budget performance while upholding the highest standards for safety, quality, and regulatory compliance. The Construction Division Manager will drive operational excellence across the full project lifecycle, overseeing program growth, financial performance, and team capability development.
Key Responsibilities
Leadership & Stakeholder Management
- Build and maintain strong working relationships with clients, subcontractors, architects, and internal stakeholders.
- Lead, mentor, and manage project teams in alignment with company policies, operational standards, and strategic goals.
- Facilitate routine meetings with clients, internal leadership, and subcontractors to ensure project alignment.
Safety, Quality, and Compliance
- Partner with the Corporate Director of Safety and Site Superintendent to develop, communicate, and implement safety plans.
- Ensure strict adherence to safety procedures and quality standards across all field operations.
- Review contract terms and confirm compliance with all Federal, DoD, and contractual requirements.
Project & Program Oversight
- Manage multiple concurrent projects across all phases of planning, design, procurement, construction, and closeout.
- Define and control project scope, schedule, budget, and resource allocation.
- Identify issues early and drive effective resolutions to avoid delays, cost impacts, or safety concerns.
- Oversee documentation of key project events, including accidents, delays, and change orders.
Financial & Business Performance
- Provide accurate cost forecasting and progress reporting to leadership.
- Develop and monitor revenue, profit projections, and both annual and long‑term budgets.
- Ensure profitability through effective planning, execution, and performance management.
Procurement & Contracting
- Plan, schedule, and coordinate procurement of materials and subcontractor services.
- Collaborate with internal teams and consultants to negotiate cost‑effective subcontracts.
- Prepare and issue subcontract bid packages in accordance with Federal and DoD guidelines.
- Oversee development of construction estimates and budgets compliant with Federal and DoD regulations.
Qualifications
- Bachelor’s degree in Engineering, Construction Management, or related field.
- 15+ years of experience serving as a Director of Construction Operations, Senior Program Manager, or similar senior‑level construction leadership role.
- Deep understanding of Federal procurement, estimating, and compliance requirements for both fixed‑price and cost‑based projects.
Pay: $135,000.00 - $160,000.00 per year
