The Behavioral Health & Medical Services work unit exists to ensure that appropriate and comprehensive assessment, medical, psychiatry, dental, mental health, psychological, neuropsychological, substance use and sex offense specific services are provided to Division of Youth Services’ (DYS) detained and committed youth. The unit ensures the health needs of youth involved in DYS are addressed.
The DYS Director’s Office provides global administration of the operations of all State-operated institutions, privately contracted residential and non-residential program services and centrally managed programming. The Director’s Office allocates resources consisting of DYS Central Administration, Behavioral Health and Medical Services, Education Services, Training and Staff Development, Food Services, Research and Evaluation, Quality Assurance, Contract Management, Bed Management, Colorado Detention Youth Continuum (Alternatives to Incarceration) and Information Technology Services. Primary administrative functions of the Director’s Office include: crafting and executing short-term and long-term planning initiatives to address Division-wide current and future resource needs, sustaining communication with the Governor’s Office, Legislature, Legislative Staff, Courts and other State Departments, conducting reviews to establish and monitor standards for provision of service and care, developing policies and procedures, generating and for program development, collaborating with internal and external service agencies and stakeholders and providing system support to DYS associated programs and centrally managed programming.
The purpose of the Behavioral Health and Medical Services unit is to oversee, manage and operationalize DYS's assessment, medical, dental, mental health, psychological, neuropsychological, substance use services, and sex offense specific services functions. The Division is charged with assessing and classifying the needs of new commits each year in order to restore and preserve community safety and make critical decisions involving risk assessment, classification, resource matching, level of care, treatment plan design and identification and treatment of medical, mental health psychological, neuropsychological, sex offense specific, and substance abuse needs. The unit must evaluate, oversee and enforce DYS behavioral health and medical policies and procedures, accreditation standards (National Commission on Correctional Health Care), program processes and systems in order to ensure effective organization and implementation of DYS's Behavioral Health and Medical Services structure. Additionally, DYS’s Behavioral Health and Medical Services unit must serve administrative functions and maintain compliance with both DYS and Colorado Department of Human Services policies and procedures, State and Federal laws and other applicable entities.
About the position:
The purpose of this position is to act as the Clinical Director for operations at Mount View Youth Services Center and oversee the mental health services being provided to youth who are committed to the Division of Youth Services, Department of Human Services. The goal is to provide a continuum of mental health services to youth, and to ensure that the services being provided are consistent, evidence-based, and high quality. Responsible for oversight, supervision, and training of the behavioral health positions/services at the facility. Provides clinical and assessment staff with formal performance and clinical supervision. Assures compliance with court orders, Division of Youth Services audit standards, Division of Youth Services Policies and Procedures, Mount View Youth Services Center Implementing Procedures, and the Colorado Children’s Code. Review of division policies and current services offered helps ensure that best practices are being met within the field. Providing consistent care and high quality of services throughout facilities helps ensure that youth’s mental health needs are being met.

Job Duties:
Supervision Oversight:
Supervise and oversee the technical and qualitative aspects of Behavioral Health Services for the Division of Youth Services. Provide formal and clinical supervision to Behavioral Health Professionals, and provides PMP feedback regarding job performance at the middle and end of each fiscal year. Plans for and directs the professional development of the Clinical team, trains to relevant standards of policy and procedure, resolves informal staff grievances, creates and monitors staff work schedules, participates in the progressive disciplinary process, investigates and evaluates all other personnel issues. Reviews and tracks all assessment reports for accuracy and completion within established deadlines. Reviews and tracks all clinical notes entered into the TRAILS and/or EHR database to ensure completion within an established timeframe. Reviews clinical notes and provides supervision to clinical staff regarding treatment processes and effectiveness. Position will maintain a caseload of 2-4 youth to stay current with clinical intervention and in turn supervision/oversight of behavioral health staff.
Program Development:
Ensures the oversight and application of appropriate, reliable, and accurate clinical practices. Plans, develops, and audits procedures to assure that the Division of Youth Services standards are met, interprets and applies standards to the workplace, apprises supervisor of issues related to the above duties. Ensures all clinical treatment notes are entered into the TRAILS and/or EHR database in a timely manner and are of high quality. Ensures that all required training is completed and recorded in the TRAILS database for facility Behavioral Health Staff. Responsible for researching and coordinating training sessions designed to promote Behavioral Health professional job development. This position works closely with the BHMS Central Office to review and update psychological and neuropsychological assessments, provide ongoing mental health assessment and treatment practices as needed.
Conduct Clinical Assessments and Evaluations:
Conduct ongoing clinical case conceptualizations through weekly clinical meetings with mental health staff, clinical observation of youth, communication with direct care staff regarding youth functioning, offering clinical expertise to multidisciplinary teams in determining appropriateness for youth to step down to a lower level of care. Assessing for possible psychiatric evaluation and need for hospitalization.
