Position Summary
ReThinking the Process Behavioral Health is seeking an experienced and visionary Executive Director of Behavioral Health to serve as the senior clinical leader for the organization. Reporting directly to the Chief Executive Officer, this role is responsible for strategic leadership, clinical oversight, operational excellence, staff supervision, quality improvement, and regulatory compliance across all behavioral health programs.
The Executive Director will ensure the delivery of high-quality, ethical, evidence-based services while maintaining compliance with Ohio Medicaid, OhioMHAS, OhioRISE, CARF standards, and all applicable federal and state regulations. This leader will oversee clinical operations, support multidisciplinary teams, monitor therapist productivity, strengthen documentation quality, and promote a culture of accountability, collaboration, and continuous improvement.
Required Qualifications
· Active Ohio Licensed Independent Social Worker with Supervision Designation (LISW-S)
· Master’s degree in Social Work from an accredited university
· Minimum of five years of progressive behavioral health leadership experience supervising licensed clinicians and multidisciplinary teams
· Extensive knowledge of Ohio Medicaid behavioral health regulations
· Strong understanding of OhioRISE, CPST, TBS, outpatient therapy, and community-based behavioral health services
· Demonstrated experience with clinical compliance, utilization management, quality improvement, and accreditation readiness
· Excellent leadership, communication, organizational, and decision-making skills
Key Responsibilities
Executive Leadership
· Serve as the executive leader for all clinical operations.
· Report directly to the Chief Executive Officer and participate as a member of the executive leadership team.
· Lead weekly clinical leadership meetings.
· Develop strategic initiatives that improve quality, efficiency, and clinical outcomes.
· Promote a culture of integrity, accountability, compliance, and clinical excellence.
Clinical Oversight
Provide executive oversight for current and future behavioral health service lines, including:
· OhioRISE services
· CPST
· Individual, family, and group therapy
· Day treatment
· School-based behavioral health services
· Psychiatry
· Behavioral health respite
The Executive Director may maintain a limited clinical caseload if desired and operationally appropriate.
Supervision and Personnel Leadership
· Provide ongoing supervision for licensed therapists, LISW candidates, LPC candidates, QMHS staff, QMHS supervisors, CANS assessors, and the clinical leadership team.
· Conduct regular clinical staffing meetings, case consultations, documentation reviews, supervision sessions, and competency development activities.
· Directly supervise the Therapy Department, QMHS supervisors, Quality Assurance Department, and CANS Assessment Team.
· Interview and hire clinicians, evaluate employee performance, implement corrective action, suspend staff pending investigation, and recommend or execute termination in accordance with Human Resources policies.
· Approve clinical competency for continued employment.
Compliance and Quality Management
· Work collaboratively with the Compliance Department to maintain audit and accreditation readiness.
· Prepare for Medicaid, OhioMHAS, OhioRISE, and CARF audits.
· Lead corrective action planning and participate in incident investigations.
· Oversee documentation audits and utilization review.
· Develop and maintain clinical policies and procedures.
· Monitor quality improvement initiatives and adherence to evidence-based practices.
Productivity and Performance Management
· Maintain accountability for therapist productivity, clinical productivity, timely documentation, treatment plan completion, documentation quality, client engagement, scheduling efficiency, and quality outcome measures.
· Develop and monitor productivity dashboards.
· Implement performance improvement plans when necessary.
Clinical Documentation and Treatment Planning
· Ensure clinical documentation meets Ohio Medicaid, OhioMHAS, and OhioRISE requirements.
· Validate documentation supports medical necessity and remains audit-ready at all times.
· Review documentation trends and coach teams to improve quality.
· Review, approve, and sign treatment plans as required while ensuring clinical appropriateness and regulatory compliance.
Quality Improvement
· Lead organization-wide quality initiatives focused on clinical performance improvement, staff competency development, documentation accuracy, risk reduction, client satisfaction, regulatory compliance, and best practice implementation.
Key Performance Indicators
Success in this role will be measured by:
· Achievement of therapist productivity targets
· Zero licensing deficiencies
· Successful Medicaid, OhioMHAS, OhioRISE, and CARF audits
· High-quality clinical documentation
· Timely completion of treatment plans
· Strong staff supervision and engagement
· Positive client outcomes
· Continuous quality improvement across all behavioral health programs
