The Management Analyst 3 serves as a strategic partner to the General Manager by leading and supporting operational and business process improvement initiatives across Iowa Prison Industries (IPI).
This position is responsible for developing, implementing, maintaining, and monitoring statewide policies, procedures, work instructions, and standardized workflows related to the use of the Global Shop Solutions (GSS) Enterprise Resource Planning (ERP) system.
The position provides training and guidance to staff and associates, ensures consistent application of business processes across all IPI locations, and supports the effective integration and utilization of ERP functions.
In addition, the Management Analyst 3 evaluates organizational operations and identifies opportunities to improve efficiency, quality, and overall performance.
Through on-site assessments, data analysis and collaboration with management and operational staff, this position facilitates process improvement activities including planning, analysis, documentation, testing, implementation and evaluation.
By identifying hidden costs, reducing operational bottlenecks, and recommending actionable solutions, the Management Analyst 3 supports continuous improvement efforts that enhance productivity and advance the strategic goals of Iowa Prison Industries.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2) All of the following (a and b):
a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
