Project Development Manager
Lead the Development of California's Largest School Construction Program
Project Support Services (PSS) is seeking an experienced Project Development Manager to support the Los Angeles Unified School District (LAUSD) Facilities Services Division – Asset Management Team.
This senior leadership role is responsible for overseeing the planning, development, and execution of multiple educational capital improvement and modernization projects from pre-construction through project delivery. The ideal candidate is a strategic leader with extensive experience managing complex public-sector construction programs, coordinating multidisciplinary teams, and successfully delivering projects on schedule and within budget.

What You'll Do
- Lead and coordinate pre-construction activities for new school construction and modernization projects.
- Manage multiple capital improvement projects simultaneously from planning through construction.
- Maintain overall responsibility for project scope, schedule, budget, quality, and successful project delivery.
- Resolve complex planning, design, construction, and stakeholder issues.
- Provide leadership, guidance, and oversight to Assistant Facility Development Managers (AFDMs), Design Managers, and consultant teams.
- Monitor consultant performance and ensure project milestones are achieved.
- Prepare executive-level reports regarding budgets, schedules, project status, and critical issues.
- Coordinate with utility companies, government agencies, and regulatory authorities to maintain project schedules.
- Assist with Architectural/Engineering (A/E) contracts, procurement, bid planning, and contract administration.
- Review consultant scopes of work, fee proposals, applications for payment, and contract compliance.
- Oversee project controls, cost management, scheduling, quality assurance, and dispute resolution.
- Collaborate with District departments including Environmental Health & Safety, Design, Project Execution, Facilities Contract Administration, Inspection, Maintenance & Operations, Educational Service Centers, and school site personnel.
- Recommend and implement process improvements and internal policies that support successful program delivery.
What We're Looking For
Required Qualifications
- Bachelor's degree in Architecture, Engineering, Construction Management, or a closely related field.
- Minimum 10 years of experience managing the planning, design, construction, and coordination of large capital improvement projects.
- Demonstrated success managing multiple complex construction projects simultaneously.
- Strong knowledge of project scheduling, budgeting, consultant management, and contract administration.
- Excellent leadership, communication, negotiation, and organizational skills.
Preferred Qualifications

- Educational facilities or public-sector construction
- School modernization and new construction programs
- CEQA processes and agency approvals
- Public procurement and project delivery methods
- LEED or CHPS sustainable building projects
- Building Information Modeling (BIM)
- Community engagement and stakeholder coordination
- Formal Construction Partnering
- California public works programs such as LAUSD, LACCD, CSU, UC, or DSA projects
Preferred Certifications
- California Registered Architect
- California Professional Engineer (PE)
- Certified Construction Manager (CCM)
- LEED Accredited Professional (LEED AP)

Pay: $205,000.00 - $210,000.00 per year
