Affordable Housing Manager

We are seeking a dynamic and mission-driven leader to join our team in a key leadership role supporting the Executive Director, Board of Commissioners, staff, and residents. This position plays a vital role in overseeing daily operations, managing critical housing programs, and helping ensure excellent service delivery across the Agency.
Position Overview
The Affordable Housing Manage performs administrative, managerial, and supervisory responsibilities related to the daily operations of the Authority. This role serves as an alternate liaison between the Authority, Board of Commissioners, HUD, local jurisdictions, and community partners.
The ideal candidate is a collaborative leader with strong operational, financial, and housing management experience who is passionate about public service and community impact.
Key Responsibilities
- Partner with the Executive Director and Board of Commissioners to support strategic planning, operational goals, and organizational development.
- Assist with preparation and oversight of Authority and HUD program budgets in collaboration with the Accountant and department supervisors.
- Support the preparation and submission of the Authority’s Capital Improvements 5-Year Plan and annual statements.
- Monitor departmental budgets and expenditures to ensure compliance with approved financial plans.
- Supervise administrative and maintenance staff while fostering a positive, productive workplace culture.
- Assist with recruitment, training, employee development, evaluations, and personnel management.
- Oversee resident eligibility verification processes, background screenings, rent calculations, and applicant file management.
- Manage resident orientation and maintain accurate resident data within HUD systems including PIC, EIV, and IVT.
- Prepare and analyze occupancy, delinquency, compliance, and operational reports.
- Support occupancy goals and resident retention efforts across all Authority properties.
- Build and maintain partnerships with community organizations, service agencies, and local stakeholders.
- Coordinate outreach efforts and promote Authority programs within the community.
Qualifications
- 3-5 years experience in public housing, property management, housing administration, or a related field required.
- Knowledge of HUD regulations, public housing operations, and compliance systems strongly preferred.
- Strong leadership, organizational, communication, and financial management skills.
- Ability to manage multiple priorities while maintaining accuracy and professionalism.
