At the discretion of the Managing Director, an equivalent combination of education and experience may be considered.Other Requirements: Possession of a valid Michigan driver’s license. Successful completion of the “Fundamentals of Engineering” (FE) exam is required within one year of hire date.Relevant Skills/Specialized Equipment Knowledge: • Basic office equipment such as telephone, calculator, photocopier, Fax, etc.• Computer programs including word processing, spreadsheets, database entry and management, CAD, and GIS mapping.• Knowledge of photographic, audio and video equipment.• Ability to operate Surveying Data Collectors, transits, and compaction test equipment.• Knowledge of Oxcart, Road Soft, AASHTOWare, and Arc Map programs and the ability to train other staff in common engineering programs.• Ability to train staff in Oxcart, Miss-Dig, Road Soft, LDC, and GIS programs.• Ability to train and lead engineering interns.• Strong written, verbal, and interpersonal communication skills• Take responsibility for accuracy, quality, and timely completion of work under stringent deadlines.• Ability to use sound judgment and discretion being ethically motivated.• Ability to problem solve effectively, efficiently manage time, and thrive in a time sensitive and highly demanding work environment.• Ability to develop and maintain effective working relationships with a variety of internal and external stakeholders.RESPONSIBILITIES: Responsible for performing engineering activities and functions related to construction planning, specification development, project design and management, and traffic engineering. This position assists with resolving road drainage and construction problems by drafting, compiling data for cost estimates, preparing schedules and makes project recommendations. Assists with the review and preparation of state road certifications. Essential functions include but are not limited to: 1. Prepare plans and specifications for federal, state, and local road and bridge construction and maintenance projects in accordance with federal, state, and county standards.2. Utilizes computer aided design (CAD) and related software packages, such as AutoCAD Civil 3D, AASHTOWare, Road Soft, to design construction and maintenance projects.3. Utilize geographical information systems (GIS) and related software packages to create maps and analyze data for projects and programs.4. Utilize AASHTOWare, Michigan Department of Transportation (MDOT) specifications, and various MDOT forms. Monitor inspections of road and bridge construction projects to ensure necessary compliance.5. Assists with bridge inspections and data entry into the MDOT MiBridge program.6. Assist with the preparation of various reports, environmental assessments, grant applications for the MDOT Local Bridge Program and Jackson Traffic Safety Commission, request for proposals, and correspondence. Assist in the preparation of special engineering studies and reports.7. Assist in preparing the Certification Book, Act 51 reports, and road classification changes.8. Assist with the preparation, review, and verification of petitions required for abandonment, name changes, special assessments, etc.9. Assist in preparing grant applications. Additional document preparation may be required, including environmental assessments, engineering studies and reports, requests for proposals, and correspondence.10. Utilize survey information, codes, specifications, and input from MDOT, Michigan Department of Great Lakes and Energy (EGLE), and Department of Natural Resources (DNR) to develop and design road, bridge, and drainage construction and maintenance projects.11. Prepare and coordinate permit applications from regulatory agencies (e.g., EGLE, DNR) for projects and maintenance activities.12. Assist area superintendents with drainage and construction projects as necessary.13. Review construction plans and proposals to ensure compliance with applicable federal, state, and county specifications.14. Assist, as required, with managing all traffic counting operations and team members.15. Assist in conducting PASER ratings for the county road system.16. Assist the Director of Engineering with the preparation of bid specifications as needed.17. Monitor supplies for the Engineering Department and order materials as needed.
