Special Projects is responsible for initiatives that span governmental, tribal, and economic boundaries implementing projects assigned by the NM Secretary of Transportation in critical areas including climate, electrification, grid modernization, zero-emission fleet transition, autonomous vehicles, hydrogen infrastructure, facilities, statewide capital improvement program, intelligent transportation systems (ITS), Workforce Development and constituent services.
As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
Lead the planning, coordination, and delivery of special projects and capital initiatives that support NMDOT's statewide mission. Manage project scope, budgets, schedules, contracts, and stakeholder coordination while ensuring compliance with applicable laws, regulations, and department policies. Collaborate with internal divisions, local governments, contractors, and external partners to successfully deliver complex, high-priority NMDOT projects that fall outside the department's standard highway project program.
How does it get done?
The primary responsibilities of this position will include:
- Managing transportation, infrastructure, and climate-related projects throughout the full project lifecycle, from planning and funding acquisition through contract closeout.
- Project development, procurement, contract administration, budget management, construction coordination, and ensuring compliance with applicable local, state, and federal requirements.
- Develop and administer competitive solicitations, including Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQs), Notices of Funding Opportunity (NOFOs), and other grant or project funding opportunities, while managing awarded grants, reporting requirements, and compliance throughout the grant lifecycle.
- Serve as the primary liaison with contractors, consultants, regulatory agencies, funding partners, and stakeholders.
- Prepare reports and presentations for executive leadership and will ensure projects are delivered on schedule, within budget, and in full compliance with department policies and applicable state and federal requirements.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
