Job Duties:

The Lead Contract Administrator serves on the Permanency Division Contract Administration Team by managing the state-wide process for the procurement of therapeutic services and authorizations for payment in accordance with DSS, State Procurement and DHHS requirements and procedures.

Supervises a unit of 5 Regional Contract Administrators and 3 Regional Contract Administrator assistants. Ensures that the Regional Contract Administration teams complete and sends Select Health Notification forms to the MCO/CPA for all TFC admissions, changes in Level of Care, changes in provider and annual continued stay reviews. Ensures that the Regional Contract Administration teams issue DHHS RBHS authorization for non MCO enrolled youth. Ensures that the Regional Contract Administration teams enter residential services in CAPSS to generate the EZ 100 form for all therapeutic placements and send the EZ 100 to the residential provider via email. Ensures that the Regional Contract Administration team issues special pays in CAPSS to residential providers if payment is missing and issues recoupments via Recoupment form to Accounts Receivable if provider is overpaid for a residential services. Ensures that the Regional Contract Administration team disseminate relevant monthly reports to foster care staff. Ensures that the Regional Contract Administration teams enter foster care placements correctly and timely into the CAPSS system, and that all placement and payment discrepancies are researched and resolved.

Resolves Medicaid Eligibility Issues with the Statewide Medicaid Liaison and resolves billing issues for providers. Issues payment guarantee letters for non-citizens. Resolves CMACC and Funding Eligibility application issues. Assists state office Program Development staff with resolving placement discrepancies to resolve IV-E reporting issues. Makes corrections to foster care service line dates, placement dates and other data as requested. Receives weekly TFC authorization spreadsheet from Medicaid MCO, and maintains statewide database for all TFC authorizations. Generate and distribute monthly lists to the Regional Contract Administrators of needed continued stay authorizations.

Attends agency planning sessions and completes special projects as requested by manager. Collaborates with leadership from across DSS CWS programs to provide feedback related to policies, procedures and allocation of resources.

Performs Red Cross shelter duties and other related job duties as required or requested.

Ensures that Personal Identifying Information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment and data.
A High School Diploma and relevant experience in business management, public administration, or administrative services.
A Bachelor's Degree may be substituted or the required work experience.
