POSITION SUMMARY:
The Program Manager manages a cadre of foreign language instructors to provide language training support services and instruction virtually or at the contractor's facility at both CONUS and OCONUS customer locations. The target audience includes DIA staff and Intelligence Community (IC) personnel. Training is delivered to individual students or to small groups generally not exceeding three students per class, at any of the Interagency Language Roundtable (ILR) levels of proficiency from 0 to 3. DIA's goals are to improve and increase the foreign language proficiency of the workforce to meet analytic, collection, and technical mission requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Verify all requisite components of training support are in place including curriculum, instructors, classroom facilities, training materials, and administrative requirements.
- Ensure that Course Instructors understand and meet all standards of performance.
- Supervise administrative personnel to coordinate with and register students and collect and report training data, surveys, and assessments.
- In collaboration with the Government stakeholders, plan and coordinate support for three programs: Intelligence Community Strategic Language Program (SLP), Joint Military Attache School (JMAS) instruction, and the Intensive/Immersive Language Program (ILP).
- Supervise the administration of valid pre- and post-training language proficiency assessments.
- Prepare and render deliverables and reports required by the contract.
QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED:
- Bachelor’s degree from an accredited university.
- Minimum five (5) years of experience managing a federal contract.
- Demonstrated experience in an educational or training context with an emphasis on adult learning.
- Excellent verbal and written communication skills in English.
- Proficiency using Microsoft Office Suite programs sufficient to perform assigned duties.
- Demonstrated leadership skills and experience to coordinate with various organizational stakeholder CORs /ACORs/GTMs.
- Ability to multi-task and deal with time constraints effectively.
HIGHLY DESIRED QUALIFICATIONS, KNOWLEDGE AND SKILLS:
- Prior experience working in the Intelligence Community (IC)
- Past experience serving within the Defense Intelligence Agency.
Physical and Environmental Requirements:
- May be required to use computer screen for extensive periods of time.
- Extended working hours and travel may be necessary.
