The Vice President of 340B and Outpatient Pharmacy Services provides strategic leadership, operational oversight, and regulatory compliance management for all 340B program and outpatient pharmacy initiatives across the organization. This executive ensures optimal program performance, financial stewardship, and continuous compliance with HRSA and federal regulations, while advancing pharmacy services to improve access, quality, and affordability of care. The VP serves as a key member of the senior leadership team, aligning pharmacy strategy with the organization’s mission and long-term goals.
Supervisory Responsibilities:
- Provides executive leadership and direction to 340B Program Managers, Outpatient Pharmacy Directors, Pharmacists, and Compliance/Finance support teams.
- Oversee the performance, professional development, and accountability of all 340B and outpatient pharmacy staff.
- Leads cross-functional initiatives involving Finance, IT, Compliance, Legal, and Clinical Operations.
- Ensure effective human resource and succession planning is in place and identify resource implications.
Duties/ Responsibilities:
- Develop and execute a comprehensive strategic plan for 340B and outpatient pharmacy programs aligned with organizational priorities.
- Lead HRSA registration, annual recertification and site eligibility for all covered entities and maintain accurate registration and documentation.
- Ensure compliance with all federal, state, and HRSA/OPA regulations related to 340B participation.
- Oversee operational performance in medication procurement, billing, and inventory management for all outpatient and 340B activities.
- Direct internal audits and self-audits, ensuring compliance readiness and timely corrective actions.
- Collaborate with Finance and Supply Chain teams to maximize 340B savings and optimize financial performance.
- Partner with Information Technology to maintain efficient split-billing systems and data analytics tools.
- Monitor and interpret legislative and regulatory developments impacting 340B and outpatient pharmacy operations.
- Serve as the organizational liaison during HRSA or manufacturer audits and represent the organization in external 340B-related forums.
- Lead the design and implementation of policies, procedures, and education programs for 340B compliance and pharmacy operations.
- Evaluate new opportunities for program growth, including specialty pharmacy, tele-pharmacy, and contract pharmacy expansion.
- Develop and present quarterly and annual 340B utilization, savings, and compliance reports to executive leadership.
- Foster a culture of accountability, innovation, and continuous improvement across all pharmacy services.
- Perform such other duties a directed from time to time by the President or Executive Team.
Required Skills/Abilities:
- Strong leadership, strategic planning, and decision-making skills.
- Deep knowledge of 340B program legislation, HRSA/OPA compliance requirements, and healthcare reimbursement models.
- Exceptional analytical and financial acumen with experience in budget management and cost-savings optimization.

- Proficient in 340B split-billing systems, EHR integrations, and pharmacy management technology.

Education and Experience:
- Bachelor’s Degree in Pharmacy.
- Doctor of Pharmacy (PharmD) Strongly preferred.
- Minimum 7–10 years of progressive healthcare leadership experience, including at least 5 years managing 340B programs or outpatient pharmacy services.
- Demonstrated success in executive-level management, compliance oversight, and program optimization.

Work Environment:

- Hybrid schedule with on-site leadership presence required.
- Frequent interaction with executive leadership, clinical teams, regulatory agencies, and external partners.
- Occasional travel to affiliated sites, contract pharmacies, and conferences.
Pay: $160,000.00 - $185,000.00 per year
