Floor Covering Unlimited has been building commercial and institutional floors in Los Angeles for 55 years. We hold a task order contract with Los Angeles Unified School District, recurring work with California state agencies, and we're expanding into private commercial projects.
Our problem is a good one: bid invitations are coming in faster than we can assemble complete packages, and we're turning away qualified work for lack of bandwidth. This role exists to fix that.
If you're organized, fast, and good with documents and deadlines, this is a rare chance to learn government contracting from a team that has done it for three decades.
WHAT YOU'LL OWN
Bid production
- Assemble and submit complete bid packages: bid forms, scope letters, inclusions and exclusions, required certifications, DVBE documentation, addenda acknowledgments
- Track every invitation, deadline, addendum, and submission in our bid pipeline
- Work with our field manager on takeoffs and our sales manager on pricing — you turn their inputs into a submitted, compliant package
- Follow up on every result, win or lose: request bid tabulations, log outcomes, learn why
Contract administration
- LAUSD task order administration: process authorizations, maintain job documentation, coordinate with district contacts
- Certified payroll preparation and California DIR compliance on public works projects (trained directly by our VP of Operations)
- Job closeout documentation packages
- Invoicing support and receivable follow-up
Front line
- First response on inbound calls and emails from general contractors, school districts, and public agencies
- Maintain prequalification files at target districts and agencies so we stay on invitation lists
WHAT WE'RE LOOKING FOR
- Organized under volume. You can run 15 or more open bids with hard deadlines and not drop one. In this business a late package is the same as no package.
- Fast and responsive. You answer emails the same day. You follow up without being reminded.
- Document-fluent. You read a specification, a finish schedule, and an addendum carefully and catch what changed. Detail errors here cost real money.
- Comfortable with software and AI tools. We use modern tools to compress bid preparation from days to hours. You'll be trained on them, and you should be excited about that.
- 1 to 3 years in construction administration, estimating support, contract administration, procurement, or project coordination. Flooring and public works knowledge is taught here. Precision and drive are not.
- Strong Excel. Comfortable reading plans, or committed to learning quickly.
- Based in the Greater Los Angeles area, able to work in our Chatsworth office. Reliable transportation for occasional job walks.
- Bilingual English/Spanish a plus.
WHAT THIS IS NOT
This is not outside sales and not field installation. This is the engine room of a public works contractor: documents, deadlines, compliance, and follow-through. It's also the seat with the clearest view of how the entire business works, which makes it the best training ground we have.
COMPENSATION
- $55,000 to $70,000 per year, depending on experience
- Quarterly bonus tied to bids submitted and work awarded
