Position Summary
Under the supervision of the Licensing & Intake Supervisor, the Licensing & Intake Case Manager recruits, licenses and places children into families for the purpose of providing foster care. This position provides a consultative and supportive role for foster families in meeting the needs of foster children. The Licensing & Intake Supervisor provides ongoing training and workshops to increase knowledge and skills for the development of foster parents.

Qualifications, Knowledge, Skills & Abilities
- Minimum of a Bachelor level degree in Social Work or a human services field
- A minimum of one year of experience in child welfare is preferred
- Some clinical or case management experience with children and families preferred
- Good moral character, flexibility of work schedule, available transportation and valid driver’s license.
- One-year experience in direct adoption services, child welfare or related services preferred.
- Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw conclusions.
- Ability to deal with a variety of abstract and concrete variables and apply basic mathematical applications.
- Ability to prepare business letters, summaries, client notes, and reports using prescribed format and conforming to rules of punctuation, grammar and diction.
- Ability to operate with minimal direct supervision. Advanced ability to utilize assessment, problem identification, and diagnostic and treatment techniques with individuals, families and groups.
- Advanced ability to work within complex social systems and coordinate resources as they apply to client needs.
- Ability to deal constructively and appropriately with client apathy, hostility, resistance and anger.
- Ability to work in team relationships with other professionals from varied community groups, agencies and disciplines.
- Demonstrated ability to communicate clearly both verbally and in writing.
- Knowledge of state and local human service systems and resources, particularly as they apply to child and family services; human growth, development, and social environments with respect to child development, personality, family life, parenting, and ethnicity; and ability to employ social brokering, advocating, and mobilizing individuals and groups.

- Successful completion of initial and on-going employment screens, including, but not limited to criminal background, sex offender, drug screen, OIG, valid Michigan driver’s license, abuse and neglect and vehicle record check as required.
Essential Duties and Responsibilities
Services:
- Attend 40 hours of Foster Home Licensing Certification and Complaint training and receive a passing grade on the exit exam within 12 months of hire
- On an annual basis, complete 32 hours of ongoing applicable continuing education.
- Intake, placement, respite and replacement responsibilities
- Attend preliminary hearings and engage families
- Conduct special evaluation, initial, annual, and renewal assessments
- Assist with updating CPN database as needed
- Broadcast email info to foster parents as needed
- Assist with the overflow of adoption and foster care units
- Maintain case records as required by agency, DHS and DCWL
- Comply with time frames for reports and other activities as required
- Maintain current knowledge of an act in accordance with recipient rights guidelines
- Develop and implement foster care recruitment programs.
- Follow up foster care inquiries with screening, interview, and evaluations.
- Complete all initial, renewal, annual, and adjustment licensing requirements in a timely manner.
- Develop and/or provide orientation and training for foster parents as needed.
- Maintain current and accurate foster family files and records.
- Assist in the planning and placing of children in foster family homes and complete all intake paperwork.
- Investigate foster home licensing violations and establish recommendations.
- Maintain regular contact with foster parents for support and providing additional information.
- Attend required MiSACWIS training provided by the state and become proficient in utilizing MiSACWIS as a day-to-day tool in order to document contacts, training, and recruitment activities. Input all reports in MiSACWIS in a timely manner to ensure compliance with the current Modified Settlement Agreement.
- Participate in 24-hour on-call rotation for foster care placement
- Communicate and work cooperatively with the Child Welfare Team and foster families to meet the needs of the foster children, providing cross coverage between programs as required.
- Provide ongoing foster parent recognition.
- Participate in regular, ongoing supervision; consulting and informing the supervisor of work-related issues and to ensure established quality assurance standards are met.

- Will participate in any additional, reasonable responsibilities as deemed necessary by the Licensing & Intake Supervisor.
Work Environment, Physical Demands & Travel:
This job operates in a professional office environment. This role routinely uses standard office equipment. While performing the duties of this job, the employee is regularly required to talk or hear. Some filing is required and the ability to lift files, open filing cabinets and bend or stand on a stool as necessary and lift a max of 20 pounds. This position requires 65% travel. Position Classification, Type & Expected Hours of Work:This is a full-time exempt position. Core days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. though the position requires a flexible schedule and may require evening and weekend obligations.
