Summary
Under general direction and independently motivated the role operates with a sense of urgency contributing to performance by providing tactical and strategic consulting on people and organization development strategies in support of the County objectives. Performs expert HR related duties including supervision at the professional level while supporting more than one functional group.
Duties and Responsibilities:
Serves as subject matter expert and mentor in all areas of human resources applying best practice principles in employment law, compliance, workforce planning, succession, talent acquisition, engagement, Americans with Disabilities Act, total rewards; leave, compensation and benefits.
Aligns County mission, vision, values, and goals to overall strategies and objectives; translates Office/Department strategies to drive key business results; provides guidance on human resources and human capital management
Partners with leadership to align human capital to County strategy.
Serves as consultant, leader and agent of change for the County, supporting process design and approaches that support change and transformation – striving to lead mutual processes to best practice status.
Analyzes trends and metrics in partnership with HR peers to develop solutions; programs and policies.
Advises leadership on a variety of actions to include employee engagement issues, policy interpretation and application; talent management and development; and organizational design consultation.
Actively pursues and participates in recruitment campaigns; job fairs; higher education relations programs; internships; networking; workforce development programs, etc. to ensure robust candidate pipeline.
Facilitates organizational learning leveraging resources including self, to instruct, engage and achieve learning outcomes.
Leads and supports annual HR cycle deliverables to include performance management; rewards; benefits enrollment; learning/training; contracting etc.
Supports County offices and departments strategic planning, serving as subject matter expert in program measurement and methodology of effectiveness for continuous quality improvement.
Performs other related duties as assigned.
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources, or a closely related field and 5 years’ experience with human resources, 3 years as an HR professional/liaison in the public sector with a professional Human Resources certification including SPHR/IPMA-HR/SHRM-S/CP. Preferred, graduate degree in human resources or human capital management.
Must have demonstrated experience, minimum of 3 years, introducing creative strategies and services in a public sector organization
Proven strong foundation and knowledge of principles & practice of HR including employment law & compliance requirements
Strong interpersonal and negotiation skills
Proven knowledge of full lifecycle recruiting and employment components to include sourcing; qualifying; networking; assessing; marketing and wage/salary trends
Strong knowledge of strategic planning methodologies
Excellent interpersonal skills and effective verbal and written communication skills
Proven ability to effectively coach employees and management through complex and difficult issues
Ability to thrive in an ambiguous and rapidly changing environment
Ability to set high personal goals, be technology intuitive and work independently
Ability to organize, multi-task and prioritize tasks
Ability to make recommendations that resolve problems or issues
Proven acuity in office applications, internet and database systems
Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
May be required to work a non-traditional schedule including late evening hours and weekend work
