Position Title: Site Director
Employment Status: Full-Time, Exempt
Work Schedule: 10-Month Position (September – June) & (On-Site)
Reports To: Chief Executive Officer I or Chief Executive Officer II
Position Summary
West Street Child Care Learning Center, Inc. is seeking an experienced, dynamic, and highly qualified Site Director to oversee the daily operations of an Early Childhood Education Program providing childcare services and Universal Pre-Kindergarten (UPK) programming.
The Site Director is responsible for the overall administration, supervision, management, and leadership of the center, ensuring the delivery of high-quality educational services that promote school readiness and positive child outcomes. The Site Director will ensure compliance with all New York State Office of Children and Family Services (OCFS) Day Care Regulations, Universal Pre-Kindergarten requirements, local school district expectations, and organizational policies and procedures.
The successful candidate will provide leadership to staff, support families, maintain regulatory compliance, oversee program quality, and ensure a safe, nurturing, and developmentally appropriate environment for children.
Essential Duties and Responsibilities
Program Administration and Operations
- Direct and oversee the daily operations of the childcare and Universal Pre-Kindergarten program.
- Ensure the effective delivery of high-quality educational and child development services.
- Maintain compliance with all applicable federal, state, local, and contractual requirements.
- Develop and implement operational procedures that support program effectiveness and efficiency.
- Ensure proper staffing patterns and classroom coverage at all times.
- Oversee enrollment, attendance tracking, recordkeeping, and program reporting.
- Manage facility operations to ensure a safe and welcoming environment.
Regulatory Compliance
- Ensure full compliance with New York State Office of Children and Family Services (OCFS) Day Care Regulations.
- Ensure compliance with Universal Pre-Kindergarten regulations, standards, and contractual requirements.
- Maintain all required licensing, program, staff, and child records.
- Coordinate and prepare for inspections, audits, monitoring visits, and regulatory reviews.
- Ensure all staff maintain required certifications, background clearances, and professional development hours.
- Monitor child-to-staff ratios and supervision requirements.
Staff Supervision and Leadership
- Recruit, hire, train, supervise, mentor, and evaluate program staff.
- Conduct regular staff meetings and performance evaluations.
- Develop staff schedules and approve time-off requests.
- Provide coaching and support to teachers and support staff to improve classroom quality and program outcomes.
- Address employee performance concerns and implement corrective action when necessary.
- Foster a collaborative, professional, and positive workplace culture.
Educational Program Oversight
- Ensure implementation of developmentally appropriate curriculum aligned with New York State Early Learning Standards.
- Monitor classroom instruction and educational quality through observations and coaching.
- Support teachers in lesson planning, child assessment, and curriculum implementation.
- Ensure school readiness goals are achieved for all children.
- Promote inclusive educational practices and individualized learning approaches.
- Review child assessment data and utilize findings for continuous program improvement.
Family and Community Engagement
- Develop and maintain positive relationships with children, families, school district personnel, and community stakeholders.
- Facilitate parent meetings, conferences, and family engagement activities.
- Address parent concerns and resolve issues in a timely and professional manner.
- Promote family involvement in children's educational experiences.
- Serve as the primary liaison between the center and community partners.
Fiscal and Resource Management
- Assist with budget planning, monitoring, and management.
- Ensure responsible use of program resources and materials.
- Monitor enrollment levels and support recruitment efforts.
- Review purchasing requests and oversee inventory management.
- Ensure timely submission of required reports and documentation.
Health, Safety, and Risk Management
- Ensure a safe, healthy, and secure environment for children, families, staff, and visitors.
- Oversee implementation of emergency preparedness procedures and drills.
- Ensure compliance with health, sanitation, nutrition, and medication administration requirements.
- Investigate and document incidents and accidents as required.
- Implement child protection and mandated reporting procedures.
Leadership and Continuous Improvement
- Participate in strategic planning and organizational initiatives.
- Stay informed regarding changes in regulations, best practices, and emerging trends in Early Childhood Education.
- Lead quality improvement efforts to enhance program performance and outcomes.
- Represent the organization professionally at meetings, conferences, and community events.
- Perform other duties as assigned by the Chief Executive Officer I or Chief Executive Officer II.
Minimum Qualifications
Education
Bachelor's Degree (BA/BS) in one of the following:
- Early Childhood Education
- Education
- Social Work
- Public Administration
- Human Services
- Child Development
- Or a closely related field
Experience
- Minimum of ten (10) years of experience in Early Childhood Education.
- Minimum of six (6) years of progressively responsible management and supervisory experience.
- Experience managing licensed childcare and/or Universal Pre-K programs.
- Experience ensuring regulatory compliance and program administration.

Experience
- Minimum of eight (8) years of Early Childhood Education experience with increasing leadership responsibilities.
- Demonstrated success leading educational programs and supervising multidisciplinary teams.
Additional Preferred Qualifications
- New York State Teaching Certification (Birth – Grade 2).
- Bilingual (English/Spanish).
- Experience working with diverse populations and families.
- Experience with quality improvement initiatives and educational assessment systems.
Knowledge, Skills, and Abilities
- Thorough knowledge of OCFS Day Care Regulations and Universal Pre-Kindergarten requirements.
- Strong understanding of child development and early childhood education best practices.
- Exceptional leadership, organizational, and supervisory skills.
- Strong interpersonal, written, and verbal communication skills.
- Ability to build effective relationships with children, families, staff, and community partners.
- Strong problem-solving, decision-making, and conflict-resolution skills.
- Ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Office and childcare management software systems.
- Ability to maintain confidentiality and exercise sound professional judgment.
Physical Requirements
- Ability to move throughout classrooms, offices, playgrounds, and program facilities.
- Ability to lift and carry up to 40 pounds when necessary.
- Ability to participate in emergency procedures and respond to the needs of children and staff.
- Ability to sit, stand, bend, walk, and supervise activities for extended periods.
