General Summary:
The HRDC IX Compliance Specialist: S8 is an integral part of the Section 8 team and is responsible for supporting the delivery of the Housing Choice Voucher program as a field agent for the Montana Department of Commerce Housing Assistance Bureau. The Section 8 Housing Choice Voucher program provides rental subsidies for low-income families and individuals and participants are provided the opportunity to choose their own rental home within a community of their choice. This position works under a complex federal program and provides compliance activities that may also include case management and inspection support.
Primary Job Duties and Responsibilities:
1. Program Compliance (35%) Work with the program coordinator to ensure the S8 programs meet compliance requirements for local, state, and federal regulations.
Monitor adherence to funding guidelines, including proper documentation, reporting, and file maintenance.
Conduct housing inspections
Participate in regular S8 team meetings to ensure adherence to regulatory requirements.
Work with Compliance and Customer Support departments to ensure shared understanding and data tracking.
2. Customer Eligibility & Benefit Compliance (45%) Monitor customer eligibility for housing programs and ensure all files, documentation, and processes comply with funding regulations
Ensure eligibility decisions and benefit levels are properly documented and in line with funding requirements.
Conduct Voucher Issuance Briefings to inform applicants of the process and requirements
Work with landlords to ensure understanding of their commitment to S8 rules and guidelines
Customer Support: Provide housing counseling with an empathetic lens, ensuring customers understand program requirements and feel supported in successfully meeting the conditions necessary to maintain housing stability. Support customers through the eligibility process with care, ensuring compliance while remaining mindful of individual needs and circumstances.
3. Data Management & Reporting (10%) Successfully support the collection, maintenance, and analysis of program data to ensure accuracy and compliance with reporting requirements.
Maintain accurate data entry and reporting in databases Caseworthy and HAPPY and ensure timely submission of reports for compliance purposes.
Ensure that program data meets all reporting standards set by funding agencies and internal performance metrics
4. Teamwork (5%) This role collaborates closely with all agency programs, including the customer support department, to uphold best practice standards in case management.
5. Organizational Participation (5%)
Attend all organizational team meetings
Read the weekly news to stay informed
Participate in trainings and wellness days when available
Conduct respectful, professional, and effective conversations with customers and volunteers regarding behavioral expectations, program compliance, and HRDC property standards.

This position will primarily serve customers located in Gallatin, Park and Meagher Counties
This position requires travel to inspections within the service areas
Occasional travel for training
