Job Summary
The Executive Assistant/City Clerk is a mid- management level classification which
exercises full responsibility for all functions and operations of the City Clerk's Office,
including records management and retention, production and publication of agendas
and minutes for the City Council and a variety of commissions and boards, and is
responsible for enforcement of laws and regulations pertaining to elections and campaign
financing, public records, meeting notices and conflict of interest.
The position also provides executive-level interdepartmental support to the City Manager
and coordinates specific Human Resources related functions in addition to a variety
of administrative tasks. This position requires a high degree of confidentiality, independent
judgement, and professionalism.
- Accepts full responsibility for directing City Clerk operations, including the preparation, publication, and retention of official records, agendas, and minutes for the City Council and related bodies
- Ensures proper issuance of public notices; attests and posts ordinances and resolutions; and collaborates with City officials, departments, partner agencies, and the community.
- Provides final quality control for all Council agenda items, attachments, and resolutions, verifying accuracy, consistency, and compliance; prepares and drafts agenda items and resolutions as necessary.
- Oversees the compilation, preparation, and distribution of City Council agendas; supports agenda development for the Planning Commission and Parks, Recreation & Entertainment Commission.
- Prepares reports, procedures, and policy recommendations for the City Manager.
- Oversees the accurate recording of City Council and Commission proceedings; ensures timely preparation, indexing, and retention of agreements, resolutions, ordinances, and vital records; certifies publication of agendas, minutes, and legislative actions; and administers updates to the Municipal Code in accordance with Council direction.
- Coordinates the preparation of committee meetings, agendas and minutes for the 2+2 School/City Committee, 2+2 Fire/City Committee, the Hughson Economic Development Committee and additional committees as assigned.
- Administers oaths and affirmations and certifies affidavits pertaining to City affairs; certifies copies of City records, ordinances, and resolutions as official acts of the City; and serves as custodian of the official seal of the City.
- Provides leadership and direction in planning and administering municipal elections and acts as the City’s liaison to County elections officials.
- Administers filing‑officer responsibilities for Statements of Economic Interests for designated employees, officials, candidates, and committees; oversees and coordinates FPPC filings for the City Council, City Manager, City Attorney, and other required filers.
- Serves as filing officer for campaign disclosure statements filed by City candidates, officeholders, and committees under the Political Reform Act.
- Assists staff, agencies, and the public with information needs; coordinates resources and communications; and prepares reports and public records request responses.
- Updates City website and social media information, coordinates with IT and web‑hosting contractors, and drafts press releases for City Manager approval.
- Conducts special projects assigned by the City Manager; directs the City's centralized records management system.
- Participates in professional and community meetings; remains current on municipal records and election practices; resolves complex inquiries and complaints; and maintains strong customer service and interdepartmental relationships.

Pay: $87,573.00 - $106,446.00 per year
