The Senior Manager, Compensation, HRIS, and Leave Administration reports to the Chief Human Resources Officer and provides strategic leadership and operational oversight for the County's Compensation, Human Resources Information Systems (HRIS), and Leave Administration functions. The position provides leadership to the managers responsible for each functional area, establishes operational priorities, and ensures the delivery of compliant, efficient, and employee-focused HR services. The Senior Manager drives continuous process improvement, leverages HR technology and data to support informed decision-making, and partners with HR leadership and County departments to align these functions with organizational goals and workforce needs.
Essential Functions
- Develop and execute operational strategies that align leave administration, compensation, and HRIS functions with departmental and organizational objectives.
- Provide leadership, supervision, coaching, and performance management for staff responsible for leave administration, compensation, and HRIS operations.
- Direct the delivery of accurate, compliant, and efficient HR operations across all assigned functional areas.
- Lead cross-functional initiatives involving HR technology, system upgrades, process improvements, and policy implementation to enhance operational effectiveness and the employee experience.
- Oversee HR reporting, metrics, and analytics to identify trends, improve processes, and support strategic decision-making.
- Ensure compliance with all applicable federal, state, and local laws, regulations, and County policies related to leave administration, compensation, HR information systems, and employee data privacy.
- Foster collaboration with internal departments and external partners to improve service delivery and operational efficiency.

Qualifications
Essential
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
- Minimum of seven (7) years of progressively responsible human resources experience , including significant responsibility in HRIS administration, compensation, and leave administration.
- Minimum of three (3) years of supervisory or management experience leading HR professionals or cross-functional teams.
- Demonstrated experience developing and implementing HR operational strategies, policies, and process improvements.
- Experience leading HR technology initiatives, system implementations, upgrades, or optimization projects.
- Strong knowledge of federal and state employment laws governing leave administration, compensation practices, and employee data privacy.
- Experience using HR data, reporting, and analytics to identify trends and support organizational decision-making.
- Excellent leadership, coaching, and employee development skills.
- Strong project management, organizational, and change management abilities.
- Exceptional interpersonal, written, and verbal communication skills with the ability to build collaborative relationships across all organizational levels.
Ability to manage multiple priorities while maintaining accuracy, confidentiality, and sound judgment.

- Previous Human Resources experience in public sector, county, or municipal government.

Salary: $85,000-$90,000/year
